Lead Business Analyst – Environmental Data Integration

This is a fully remote position, open to applicants in United States.

📋 Description

• Act as the primary business analysis leader throughout the entire project, offering subject matter expert-level knowledge in the Endangered Species Act - Section 7 consultation processes, platform workflows, and coordination among multiple agencies.

• Oversee the gathering and documentation of requirements for platform modifications, including species display, updates to decision logic, template revisions, and consultation routing.

• Perform a gap analysis to identify discrepancies between existing platform capabilities and integration needs.

• Organize joint requirements workshops with subject matter experts from the U.S. Fish and Wildlife Service Ecological Services and NOAA Fisheries.

• Document alignment of consultation logic for collaborative agency use.

• Assist in compliance validation by ensuring that species list generation, decision logic, template content, and consultation routing adhere to regulatory standards.

• Facilitate approvals and sign-offs from government subject matter experts on deliverables critical to compliance.

• Design pilot consultation workflows encompassing all types of consultations.

• Evaluate pilot outcomes and feedback from live consultations, translating insights into implementable system updates.

• Produce the Pilot Report with Metrics, detailing consultation cycle times, completion rates, defect summaries, and actionable insights.

• Lead the development of the Endangered Species Act - Section 7 Compliance Validation Checklist.

• Manage government review and acceptance of Updated DKeys and Consultation Package Builder Assets.

• Contribute to the creation of final operational documentation and year-end reporting.

⛳️ Requirements

• Bachelor’s degree with 10 years of professional experience, a Master’s degree with 8 years of professional experience, an Associate’s degree with 12 years of professional experience, or a high school diploma/equivalent with 16 years of professional experience.

• U.S. Citizenship is mandatory.

• Capability to obtain and maintain a Public Trust clearance.

• Extensive experience in business analysis within federal IT programs.

• Proficiency in Endangered Species Act - Section 7 consultation processes.

• Background in federal environmental regulatory systems and coordination among multiple agencies.

• Strong skills in requirements elicitation, documentation, and stakeholder facilitation.

• Experience in supporting compliance validation activities within federal programs.

• Proficient in capturing and reporting pilot metrics, including cycle times, completion rates, and defect summaries.

• Experience in facilitating OMB or executive-level government reviews and preparing demonstrations.

• CBAP or an equivalent business analysis certification is preferred.

• Direct experience with the FWS Information for Planning and Consultation (IPaC) platform, Ecological Services, or NOAA Fisheries systems is preferred.

• Experience with DOI, FWS, or NOAA Fisheries programs is preferred.

• Familiarity with data migration or system integration projects in a federal setting is preferred.

• An active Public Trust Clearance is preferred.
