Joint Use & Permitting Specialist

This is a fully remote position, open to applicants in Alabama, +13 more states.

📋 Description

• Oversee the complete joint use and permitting process that supports fiber network construction initiatives.

• Facilitate applications for pole attachments, right-of-way permits, railroad crossings, state and local permits, and necessary regulatory approvals.

• Act as the main point of contact between engineering teams, construction crews, municipalities, utility providers, and external agencies.

• Collaborate with Engineering to identify pole ownership and the required joint use submissions.

• Prepare and file pole attachment applications.

• Monitor the progress of applications through the approval process.

• Manage make-ready activities and requests for third-party attachments.

• Cultivate and maintain relationships with utility firms and pole owners.

• Lead the permitting processes for assigned fiber construction projects.

• Prepare, submit, and oversee ROW, State DOT, county, municipal, railroad crossing, and utility permits.

• Investigate jurisdiction-specific permitting requirements.

• Keep track of permit expiration dates and manage renewals.

• Coordinate permit fees and the necessary documentation.

• Stay informed on evolving local, state, and federal regulations.

• Collaborate with Design, Engineering, Construction, and Project Management teams.

• Monitor permit statuses and provide regular project updates.

• Maintain permit trackers and comprehensive project documentation.

• Align project schedules to adhere to construction timelines.

• Supervise external permitting vendors when necessary.

• Suggest process enhancements to boost permitting efficiency.

• Interpret fiber construction blueprints and utility maps.

• Read digital mapping and fiber design documents.

• Update project data in permitting databases and tracking systems.

• Execute drafting modifications in Vetro FiberMap, GIS, AutoCAD, or similar mapping software.

• Professional skills in relationship-building with municipalities, utility companies, and regulatory bodies.

• Ability to convey technical information to non-technical audiences effectively.

• Proficient in Microsoft Office, especially Excel.

• Experience in maintaining databases and permit tracking systems.

• An associate degree or an equivalent mix of education and experience is preferred.

• 2–5+ years of experience in telecommunications, utilities, engineering, or permitting.

• Familiarity with pole attachment applications.

• Experience with ROW permitting.

• Knowledge of railroad crossing permits.

• Understanding of state DOT permits.

• Experience with municipal permitting processes.

• Knowledge of OSP fiber construction.

• Proficiency in Vetro FiberMap.

• Experience using AutoCAD.

• Familiarity with QGIS/GIS software.

• Experience with Quickbase is preferred.

• Ability to manage several projects in a fast-paced environment.

• Capability to sit for extended periods while working on a computer.

• Ability to occasionally lift up to 20 pounds.
