This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Act as the ProSidian Engagement Team Project (Contract) Manager and Lead Evaluator for DOL ILAB MEL and Data Services.
• Oversee monitoring programs, assess impact, and transform labor data into actionable insights.
• Ensure that contract deliverables are of high quality, delivered on time, and within budget.
• Supervise workflow among specialists, subcontractors, and other contributors.
• Represent the engagement team on daily contract matters.
• Manage the engagement, identify challenges, and propose solutions.
• Lead the project team and ensure quality control.
• Plan and delegate tasks to the evaluation team.
• Serve as a liaison between the COR and the evaluation team.
• Review evaluation tasks, reports, and deliverables.
• Provide technical assistance to ILAB and project staff.
• Interact with clients regarding program and technical matters.
• Identify and resolve technical and complex evaluation issues.
• Monitor job performance and the quality of evaluations.
• Develop and implement staffing plans, project plans, and quality control standards.
• Prepare and submit monthly progress reports and final deliverables.
• Oversee operational tasks related to the specialist bench, including workflow and staffing logistics.
• Maintain a qualified pool of specialists across various evaluation methods, sectors, geographies, and languages with a six-week notice period.
• Manage workflow, budget, schedule, staffing, quality control, client communication, reporting, and review of deliverables.
• Maintain annual work plans and ongoing task assignments.
• Plan assignments, coordinate teams, and ensure timely delivery.
• Oversee contract governance and global operations.
• Bachelor's Degree or higher is required.
• Minimum of 5 years of contract management experience in the international development sector.
• At least 5 years of experience in executing and supervising various MEL services.
• A relevant bachelor's degree is recommended.
• Proven project management experience is essential.
• PMP certification is optional.
• Experience in budget management, scheduling, staffing, risk monitoring, stakeholder coordination, and reporting is necessary.
• Must demonstrate accountability, organization, sound judgment, and timely escalation of issues.
• Capability to manage travel logistics, e-Country Clearance, and not-to-exceed travel/ODC controls.
• Ability to track written COR approvals for scope expansions.
• Must coordinate PII, accessibility, and language delivery requirements.
• Named key personnel; prior COR approval is required for substitutions and qualified replacements within five business days.
• Proficiency in English is required as it is the work/site language.
• Availability from 9:00 a.m. to 5:30 p.m. ET, Monday through Friday, with potential early mornings, evenings, and weekends during fieldwork as necessary.
