Infrastructure & Capital Projects – Pursuit Manager

This is a fully remote position, open to applicants in Arizona, +2 more states.

📋 Description

• Oversee the complete development of responses to requests for information, qualifications, quotations, and proposals (RFx), which includes resumes, project narratives, brochures, proposals, presentations, interview materials, shortlist presentations, and various marketing assets.

• Handle multiple simultaneous pursuits, prioritize conflicting deadlines, and make informed decisions under pressure.

• Analyze solicitation documents to pinpoint compliance requirements, evaluation criteria, submission instructions, risks, necessary forms, and critical deadlines.

• Create and manage pursuit schedules, responsibility matrices, review milestones, content plans, and production timelines.

• Lead kickoff meetings to finalize pursuit strategies, win themes, differentiators, team roles, scheduling expectations, and decision-making points.

• Assist in competitive analysis and the formulation of winning strategies.

• Collaborate with business development leaders, technical teams, and subject matter experts to collect and refine proposal content.

• Compose, edit, and organize proposal materials for clarity, consistency, persuasive messaging, client focus, brand alignment, and compliance.

• Contribute to pre-proposal marketing campaigns, advertising or social media initiatives, public relations support, and the development of collateral materials.

• Conduct stage-gate proposal reviews and approval checkpoints.

• Supervise final production, quality control, packaging, and the electronic or physical submission of pursuit deliverables.

• Guide bid quality and success, ensuring proposals adhere to compliance requirements, reflect winning strategies, and effectively showcase firm qualifications.

• Monitor pursuit milestones, submission results, debrief findings, shortlist outcomes, win/loss trends, and lessons learned.

• Maintain and enhance proposal tools, templates, boilerplate content, pursuit checklists, review protocols, and best-practice resources.

• Encourage consistent proposal processes, accountability, quality standards, and ongoing improvement within the pursuit team.

⛳️ Requirements

• A Bachelor's degree in Business, Marketing, Communications, Journalism, or a related discipline; equivalent professional experience may be considered in lieu of a degree.

• A minimum of 6 years of experience in proposal or pursuit management within the AEC industry or a similar professional services setting.

• At least 6 years of experience working with Microsoft Office Suite, showcasing advanced proficiency in Word, Excel, and PowerPoint.

• A minimum of 3 years of experience using collaboration platforms such as SharePoint or Microsoft Teams in a proposal workflow environment.

• At least 3 years of experience in producing proposal and marketing materials using Adobe Creative Suite; proficiency in InDesign is highly preferred, along with a working knowledge of Photoshop and Illustrator.

• A proven history of managing high-complexity, strategic pursuits from start to finish.

• Experience in contributing to competitive analysis, win strategy development, and gathering client intelligence to enhance pWin.

• Familiarity with CRM and proposal management systems (e.g., Salesforce, Deltek); capable of maintaining and updating opportunity records independently.

• Demonstrated ability to mentor junior staff, set expectations, and guide contributors through proposal processes.

• Experience in facilitating kickoff meetings, leading proposal review sessions, and fostering team accountability across distributed pursuit teams.

• Strong change management instincts — capable of identifying process gaps, suggesting improvements, and implementing workflow enhancements in collaboration with leadership.
