This is a fully remote position, open to applicants in Pennsylvania.
• Oversee VetsEZ’s collection of IDIQs, GWACs, BPAs, and other multi-award contract vehicles.
• Keep precise records of ordering periods, ceilings, reporting obligations, contract milestones, modifications, points of contact, and task-order activities.
• Track Government portals, contract vehicle communications, notices, RFIs, RFQs, RFPs, sources sought notices, on-ramps, refreshes, and industry events.
• Share pertinent opportunities with relevant internal stakeholders.
• Facilitate the intake, qualification, tracking, and status reporting of task-order opportunities throughout the business development, capture, proposal, award, and contract-performance lifecycle.
• Provide guidance to Business Development, Capture, Proposal, Contracts, and Program Management teams regarding vehicle requirements, ordering procedures, solicitation needs, contractual risks, compliance responsibilities, acquisition strategies, and pursuit deadlines.
• Assist in task-order and contract-vehicle pursuits through solicitation analysis, bid/no-bid discussions, teaming coordination, compliance reviews, proposal planning, risk assessments, and identification of suitable acquisition paths.
• Foster relationships with Government contract management offices, Contracting Officers, Program Offices, industry partners, subcontractors, and teammates.
• Manage required reporting, modifications, certifications, and other vehicle-level activities.
• Undertake additional tasks and responsibilities as necessary to support team goals and ensure project success.
• Travel as required for Government meetings, Program Management Reviews, industry events, conferences, and partner engagements.
• Bachelor’s degree in Business, Government Contracting, Management, Information Technology, or a related field, with 15+ years of experience in supporting Federal Government contracts, IDIQs/GWACs, business development, capture, contracts, or program management; equivalent relevant experience may be accepted.
• Proven knowledge of Federal IDIQs, GWACs, BPAs, multi-award contracts, and related ordering and contract-administration processes.
• Strong comprehension of the Federal task-order acquisition lifecycle, including RFIs, RFQs, RFPs, sources sought notices, task-order proposals, evaluations, and contract awards.
• Experience in reviewing complex Federal solicitations and identifying contractual requirements, proposal instructions, compliance obligations, risks, deadlines, and acquisition factors.
• Excellent organizational, analytical, written, and verbal communication capabilities, with the ability to manage multiple contract vehicles, opportunities, deadlines, and stakeholders at once.
• Capacity to work autonomously and collaborate effectively across Business Development, Capture, Proposals, Contracts, Pricing, Finance, and Program Management teams.
• Familiarity with the Federal Acquisition Regulation and relevant statutory, regulatory, subcontracting, and small-business requirements.
• Experience handling major Federal contract vehicles and supporting Government healthcare agencies like the Department of Veterans Affairs, Defense Health Agency, or Department of Health and Human Services.
• Proficient in utilizing Government procurement portals, opportunity-tracking platforms, customer relationship management systems, and reporting tools to manage contract vehicles and task-order pipelines.
• U.S. Citizenship is mandatory.
• All chosen candidates must successfully undergo a background check.
• Ability to acquire and maintain a Government/Public Trust clearance, including necessary fingerprinting, when required for the role.
