Human Resources Manager – Employment Compliance

This is a fully remote position, open to applicants in California.

📋 Description

• Take charge of HR for BAM!, ensuring compliance with California employment laws and youth-safety regulations as key responsibilities.

• Oversee adherence to California employment law, including FLSA, FMLA/CFRA, ADA, EEO, wage and hour regulations, pay transparency, as well as required notices and postings.

• Manage seasonal compliance across camp locations, which includes tax registrations, new-hire notifications, wage and hour regulations, and state paid leave and disability programs.

• Administer separations, severance agreements, final pay and separation notice regulations, and COBRA compliance.

• Collaborate with legal counsel on accommodations, workplace investigations, and responses to subpoenas or litigation.

• Update and maintain the Employee Handbook and HR policies regularly.

• Conduct youth-serving background screenings in accordance with California AB 506 and similar state requirements.

• Oversee Live Scan fingerprint screenings through the California DOJ and FBI, including notifications for subsequent arrests.

• Act as the designated Custodian of Records for DOJ criminal history data.

• Perform checks against sex-offender and child-abuse registries for licensed programs.

• Manage policies for child-abuse prevention, mandated reporter supervision standards, and training completion.

• Supervise the background-check vendor, ensure payroll integration, facilitate periodic re-screening, and maintain audit-ready records.

• Execute post-offer screening reviews and individualized assessment/adverse action processes in line with the California Fair Chance Act, local ordinances, and FCRA standards.

• Ensure that seasonal camp staff are cleared prior to the opening day.

• Manage HRIS, including records, retention, reporting, confidentiality protocols, and payroll oversight.

• Oversee benefits and leave administration, workers' compensation claims, unemployment matters, and related insurance issues.

• Handle the entire new-hire experience, which includes postings, offers, onboarding, compliance packets, I-9, E-Verify (where applicable), and state-specific notices.

• Collaborate with hiring managers to establish pay structures and ensure market competitiveness.

• Address employee relations and performance management issues, including grievances, investigations, mediation, manager coaching, and corrective actions.

• Assist field managers in dealing with incidents and issues involving seasonal staff.

• Promote recognition, connection, and a respectful, inclusive, and transparent remote team culture.

• Manage the HR & Payroll Specialist, HR Operations & Systems Specialist, and external HR consultants.

• Report to the Chief Financial Officer with a dotted line to the Chief Executive Officer.


⛳️ Requirements

• Must be a California resident.

• A minimum of 5 years of progressive HR experience with significant expertise in compliance, employment law, and HR operations.

• Strong knowledge of California employment law; comfortable reading and applying statutes, regulations, and local ordinances.

• Direct experience in background check administration.

• Familiarity with fair chance/ban-the-box regulations and FCRA adverse action processes.

• Experience collaborating with legal counsel on separations, accommodations, and investigations.

• Ability to onboard over 100 seasonal staff within a limited timeframe while maintaining compliance standards.

• Exceptional judgment and discretion, with sound instincts regarding what employee data should be handled in third-party tools.

• Proficient in HRIS systems.

• Experience in managing staff.

• Position is subject to BAM!'s background screening process for staff engaged in youth-serving programs.

• A Bachelor's degree in HR or a related field is preferred.

• PHR/SPHR or SHRM-CP/SCP certification is preferred.

• Experience in youth-serving, fingerprint-based, or other regulated screening processes (Live Scan, FBI, registries, state clearances) is strongly preferred.
