πŸ“‹ Description

β€’ Oversee all human resources operations for a distributed contract workforce engaged in federal healthcare and IT initiatives.

β€’ Act as a reliable advisor for employee issues, disciplinary measures, and performance enhancement strategies.

β€’ Conduct internal compliance audits and serve as the main contact for DOL or DCAA evaluations.

β€’ Formulate and implement corporate HR policies while maintaining the Employee Handbook.

β€’ Manage Rippling HRIS workflows, automations, approval processes, permissions, reporting, integrations, and employee information.

β€’ Oversee FMLA, ADA accommodations, and state-specific leave programs.

β€’ Ensure compliance with VEVRAA and Section 503 requirements, including job postings, listings, and annual VETS-4212 reporting.

β€’ Prepare for and respond to inquiries, audits, and reviews from the DOL, as well as prime contractor flow-down assessments.

β€’ Direct recruiting strategies in accordance with contract budgets and security clearance needs.

β€’ Supervise onboarding processes, Form I-9 and E-Verify compliance, and provisioning coordination across various contract locations.

β€’ Interpret and align contract personnel classifications with current DOL Wage Determinations.

β€’ Manage compensation frameworks that align with labor categories, wage determinations, and company pay practices.

β€’ Oversee benefits programs, open enrollment, and communication regarding plan changes.

β€’ Ensure benefits administration adheres to ACA, Section 125, ERISA, and COBRA regulations.

β€’ Collaborate with payroll and finance teams on timekeeping, labor charging, and fringe accounting tasks.

β€’ Monitor, account for, and allocate Health & Welfare fringe benefits to ensure hourly compliance.

β€’ Assist in proposal development by providing staffing plans, recruitment strategies, and compensation narratives.

β€’ Facilitate HR integration for new contracts and transitions of the incumbent workforce, including right-of-first-refusal obligations.


⛳️ Requirements

β€’ A Bachelor’s degree in human resources, business administration, or a related discipline, or a comparable mix of education and experience.

β€’ At least five years of progressive HR experience, including a minimum of two years in a managerial or HR generalist capacity.

β€’ A minimum of three years of HR experience with a federal government contractor, specifically administering the Service Contract Act.

β€’ Proficient knowledge of FLSA, FMLA, ADA, Title VII, ACA, ERISA, COBRA, VEVRAA, and Section 503.

β€’ Experience in managing benefits programs, including health and 401(k) plans.

β€’ Capability to obtain and maintain any necessary background investigations or suitability determinations required by the government client.

β€’ Ability to interpret wage determinations, contract clauses, and federal labor regulations, and translate them into clear, actionable internal practices.

β€’ Excellent written communication skills for drafting policies, employee communications, and proposal content.

β€’ Strong judgment and discretion in handling sensitive personnel, medical, and compensation data.

β€’ Ability to prioritize and manage multiple tasks under contract and proposal deadlines.

β€’ Proficient in Microsoft 365 and HR information systems.

β€’ Preferred: Certification such as HRM-CP, SHRM-SCP, PHR, or SPHR.

β€’ Preferred: Experience working with small business contractors holding WOSB, SDVOSB, SDB, HUBZone, or 8(a) certifications.

β€’ Preferred: Experience supporting contracts with CMS, VA, or DoD, particularly in healthcare administration or IT services.

β€’ Preferred: Experience aiding in federal proposal development, including staffing plans and key personnel.

β€’ Preferred: Familiarity with HRIS or PEO platforms and timekeeping systems that support labor charging.
