πŸ“‹ Description

β€’ Design, document, implement, and continuously enhance a robust governance framework for external workers.

β€’ Act as the primary expert on compliance for external workers, including worker classification and engagement models across both U.S. and international jurisdictions.

β€’ Review and authorize proposed external worker engagements prior to commencement and suggest the suitable engagement model.

β€’ Identify compliance issues related to classification, employment, tax, immigration, co-employment, and others; pause, decline, or escalate non-compliant engagements as necessary.

β€’ Establish and manage workflows for intake and approval, documentation, decision records, and exception management processes.

β€’ Oversee external worker records within UKG Pro, including worker data, organizational assignments, engagement timelines, documentation, and lifecycle status.

β€’ Coordinate onboarding and offboarding processes in collaboration with HR, Information Technology, Finance, Procurement, Legal, and other stakeholders.

β€’ Monitor engagement end dates, renewals, extensions, breaks in service, and duration limits.

β€’ Maintain auditable records and perform regular reviews to identify potential risks and control deficiencies.

β€’ Track legislation, regulations, and emerging practices while translating changes into policies, workflows, controls, and guidance.

β€’ Provide support for staffing, employer-of-record, and other oversight of external workforce partners.

β€’ Create training materials, tools, templates, and communications for leadership.

β€’ Generate dashboards and reports on external worker demographics, engagement types, locations, tenure, end dates, compliance status, exceptions, and risks.

β€’ Assist with internal and external audits, investigations, and information requests, recommending corrective actions as needed.


⛳️ Requirements

β€’ Preferred Bachelor's degree in human resources, business administration, employment relations, compliance, or a related field; equivalent relevant experience will also be considered.

β€’ At least seven years of progressive experience in HR operations, management of contingent or external workforce, employment compliance, procurement, or a related field.

β€’ Proven experience in evaluating worker classifications and developing or managing external workforce programs, controls, and lifecycle processes.

β€’ Strong working knowledge of U.S. federal and multi-state worker classification requirements, co-employment issues, and associated employment and tax compliance concepts.

β€’ Experience in supporting international external workers, employer-of-record arrangements, or compliance for cross-border workforce is strongly preferred.

β€’ Familiarity with administering worker data in an HRIS or vendor management platform; experience with UKG Pro is preferred.

β€’ Ability to maintain precise records and convert data into actionable reporting.

β€’ Proven capability to create new processes, establish governance, define roles and controls, and transition a program from design to implementation and ongoing management.

β€’ Sound judgment and confidence in evaluating complex or ambiguous situations, assessing risk, making defensible recommendations, and halting non-compliant engagements when necessary.

β€’ Ability to articulate complex compliance requirements in practical business terms and collaborate effectively across HR, Legal, Finance, Procurement, Information Technology, and business leadership.

β€’ Capacity to work independently in a fully remote environment, manage competing priorities, secure sensitive information, and drive tasks to completion with minimal supervision.
