This is a fully remote position, open to applicants in Washington.
• Assist in the management and oversight of contract performance along with program execution activities.
• Organize, coordinate, and oversee project and task-level initiatives that support nationwide credentialing operations.
• Create and deliver presentations on project schedules, costs, deliverables, risks, and strategies for mitigation to Government leadership.
• Provide support for ICAM and HSPD-12 program management tasks.
• Participate in ICAM, BPA, leadership, and program meetings as necessary.
• Draft meeting agendas, minutes, and action item trackers.
• Coordinate contractor work assignments and supervise the completion of designated activities.
• Assist with workforce management tasks and staffing coordination efforts.
• Collaborate with the Contracting Officer's Representative (COR) and Government stakeholders on various activities.
• Monitor program action items and aid in issue resolution efforts.
• Track travel budgets and expenses, providing necessary expenditure reports.
• Generate weekly, monthly, and on-demand status reports as requested by the Government.
• Maintain and support Quality Control Plan (QCP) activities and updates.
• Offer assistance to the ICAM Headquarters office located in Washington, DC as needed.
• Provide advice to Government leadership on the effective use of information technology systems and enhancements in business processes.
• Aid in business process reengineering and systems modernization projects.
• Ensure adherence to contract stipulations, service levels, and performance standards.
• Facilitate transition planning and knowledge transfer activities as necessary.
• A Bachelor's degree is mandatory. Alternatively, four (4) years of relevant experience may be accepted in place of the educational requirement.
• Project Management Professional (PMP) certification is essential.
• A minimum of seven (7) years of experience in program management, project management, or operations management supporting federal programs, enterprise IT initiatives, or large-scale operations is preferred.
• Proven experience in managing projects with geographically dispersed teams and multi-site operations.
• Familiarity with HSPD-12 directives, PIV credentialing, FIPS 201, Public Key Infrastructure (PKI), and Federal Identity, Credential, and Access Management (FICAM) principles.
• Background in supporting credential issuance and maintenance operations.
• Experience with the USAccess system and federal credentialing environments is advantageous.
• Knowledge of Fixed and Mobile Credentialing Units, Fargo printers, laptops, desktops, copier and multifunction devices, and Light Activation Kits.
• Experience in managing Quality Control Plans (QCP), tracking risk mitigation, workforce management, and performance reporting.
• Strong analytical abilities with the capability to work autonomously on assigned projects.
• Exceptional written and verbal communication skills.
• Strong organizational and time management capabilities.
• Capacity to handle multiple priorities in a fast-paced setting.
• Proficiency in Microsoft Access, Word, PowerPoint, SharePoint, and Excel is required.
• Must be available during Eastern Time business hours to support IRS, ICAM, COR, and leadership meetings and reporting obligations.
• Must qualify for and maintain IRS staff-like access under the IRS Minimum Background Investigation (MBI) standard, which includes a National Agency Check with Inquiries (NACI), tax compliance review, and credit check.
• Must be a U.S. Citizen or Lawful Permanent Resident in accordance with position requirements.
• Must adhere to federal tax obligations.
• Males born after December 31, 1959 must fulfill Selective Service registration requirements.
• Must complete necessary IRS security training and maintain an active PIV or SmartID credential where applicable.
