This is a fully remote position, open to applicants in United States.
• Design and implement the analytics framework for a federal Human Capital Management modernization project.
• Create and develop Oracle OTBI dashboards that provide insights into workforce metrics across various federal agencies.
• Generate Oracle BI Publisher reports and templates to meet EHRI, GHRR, SF-113, and HR compliance obligations.
• Construct Oracle Analytics Cloud dashboards featuring predictive modeling, trend analysis, and executive-level insights.
• Set up and enhance HCM Extract processes for large-scale data extraction and subsequent analytics workflows.
• Develop interactive organizational chart visualizations and tools for workforce exploration.
• Provide ad hoc reporting and self-service analytics solutions for agency HR teams.
• Create solutions that support EEO/MD-715, FEVS analytics, DEIA reporting, and standards for human capital accountability.
• Ensure that analytics outputs comply with Section 508 / WCAG 2.1 AA accessibility standards.
• Develop semantic layers and governed data models to ensure consistent workforce metrics and KPIs.
• Convert analytics requirements into technical specifications, wireframes, and reporting architectures.
• Assist agency onboarding through reporting templates, historical data migration, and analytics training.
• Tackle complex technical challenges autonomously while mentoring junior team members.
• Oversee small technical workstreams, review deliverables, and promote best practices for Oracle Fusion Cloud HCM.
• Capability to obtain and maintain a Public Trust clearance.
• U.S. Citizenship is mandatory.
• Bachelor’s degree with 7 years of relevant experience; additional experience may be considered in lieu of degree.
• Over 7 years of experience in business intelligence, analytics, or enterprise reporting.
• More than 5 years of practical experience with Oracle OTBI, Oracle BI Publisher, or comparable enterprise BI tools such as Power BI, Tableau, or SAP BO.
• Strong SQL skills with experience in writing analytical queries against extensive HR/HCM datasets.
• Proficiency in creating interactive dashboards with drill-down capabilities, parameters, and dynamic visualizations.
• Familiarity with headcount, attrition, time-to-fill metrics, workforce planning, and span of control.
• Experience in producing accessible analytics that adhere to Section 508 / WCAG standards.
• Understanding of Agile/SAFe development methodologies.
• Over 8 years of BI development experience, ideally with Oracle Fusion HCM (preferred).
• Certifications in Oracle Analytics Cloud or BI Publisher (preferred).
• Background in federal HR analytics, including EHRI, GHRR, or federal accountability reporting (preferred).
• Comprehensive knowledge of Oracle Fusion HCM subject areas and data models (preferred).
• Experience with predictive analytics tools like R, Python, or OAC machine learning (preferred).
• Knowledge of federal human capital frameworks, FEVS analytics, and DEIA workforce reporting (preferred).
• Experience in developing HCM Extract solutions for enterprise data warehousing (preferred).
• Familiarity with Oracle Cloud technologies, such as OIC or OCI, in HCM/ERP environments (preferred).
