This is a fully remote position, open to applicants in United States.

📋 Description

• Assist in a large-scale federal Human Capital Management (HCM) modernization initiative utilizing Oracle Fusion Cloud HCM.

• Design, develop, and maintain the analytics and reporting framework.

• Provide real-time workforce analytics, compliance reports, and predictive insights.

• Create OTBI dashboards and workforce analytics that track headcount, hiring metrics, turnover, and demographics.

• Develop BI Publisher reports for EHRI, GHRR, SF-113, and specific agency requirements.

• Construct OAC dashboards using predictive and comparative analytics.

• Configure HCM Extracts for bulk data and downstream reporting systems.

• Produce accessible reporting and data visualizations that comply with Section 508/WCAG standards.

• Collaborate with functional teams to convert HR analytics requirements into reporting specifications.

• Assist agencies with reporting templates, data transitions, and analytics training.

• Create executive dashboards, ad hoc reporting capabilities, organizational chart visualizations, and submissions of EHRI/GHRR data.

• Willingness to travel up to 10%.


⛳️ Requirements

• US Citizenship is mandatory.

• Capability to obtain and maintain Public Trust clearance.

• Bachelor’s degree with 5 years of relevant experience (or equivalent).

• Over 5 years of experience in BI development, analytics, or enterprise reporting.

• At least 3 years of experience with Oracle OTBI, BI Publisher, or comparable enterprise BI tools.

• Proficient in SQL with large HR/HCM data sets.

• Experience in creating interactive dashboards and data visualizations.

• Knowledge of workforce metrics such as attrition, time-to-fill, and span of control.

• Familiarity with Section 508/WCAG accessibility compliance.

• OAC or BI Publisher certification is preferred.

• Experience in federal HR analytics (EHRI, GHRR, DEIA, Human Capital Framework) is desirable.

• Predictive analytics experience using R, Python, or OAC ML is a plus.

• Experience with HCM Extract and Oracle Cloud technologies (OIC/OCI) is a plus.
