Grants Manager

This is a fully remote position, open to applicants in United States.

📋 Description

• Oversee the planning, execution, monitoring, and closure of competitive grant and merit-review initiatives.

• Create and manage review timelines, reviewer assignments, deliverables, quality controls, risks, and contingency strategies.

• Analyze funding announcements, application prerequisites, evaluation standards, and scoring rubrics to convert requirements into clear guidance for reviewers.

• Identify, assess, assign, onboard, and collaborate with qualified reviewers and subject-matter experts.

• Facilitate training for reviewers, calibration sessions, office hours, and other activities to ensure consistent application of evaluation standards.

• Oversee technical, administrative, and formal merit reviews, while monitoring reviewer progress, workloads, completion rates, and deadlines.

• Manage conflict-of-interest, confidentiality, and reviewer-independence standards, and coordinate application reassignment as needed.

• Evaluate scores and narrative feedback for completeness, consistency, evidence adequacy, and adherence to established review protocols.

• Coordinate the validation, reconciliation, ranking, and reporting of application-review outcomes, ensuring accurate entry into designated grants management systems.

• Draft review-status reports, management updates, scoring reports, dashboards, and final competition documentation.

• Conduct portfolio-level analyses to identify scoring trends, application strengths and weaknesses, risks, and other insights for decision support.

• Organize project meetings, progress briefings, issue resolution sessions, debriefings, and knowledge-transfer activities.

• Maintain accurate, secure, confidential, and audit-ready records of grant reviews.

• Execute additional grant review, program evaluation, and project management tasks as assigned.

⛳️ Requirements

• A Master's degree in Public Administration, Public Policy, Economics, Business Administration, Finance, Program Evaluation, Research, Data Analytics, Social Science, or a related discipline.

• A minimum of seven (7) years of progressively responsible experience in grants management, grant program operations, program evaluation, application review, research administration, or a related field.

• Proven experience in supporting or managing competitive grant reviews.

• Demonstrated experience in supporting, conducting, or managing formal merit reviews.

• Experience in managing reviewer recruitment, assignments, training, conflicts of interest, application tracking, scoring, quality assurance, and reporting.

• Experience in evaluating applications against established funding requirements, evaluation criteria, and scoring rubrics.

• Ability to coordinate reviewers, subject-matter experts, analysts, or review panels in deadline-driven settings.

• In-depth knowledge of competitive grantmaking practices, confidentiality requirements, reviewer independence, and defensible decision documentation.

• Strong analytical and quality assurance abilities, including experience in validating both quantitative and qualitative data and identifying inconsistencies in scoring or documentation.

• Advanced proficiency in Microsoft Office and virtual collaboration/project management tools.

• Experience with electronic grants management, application review, workflow, or similar systems.

• Excellent written and verbal communication, organizational, and stakeholder management skills.

• Ability to demonstrate sound judgment, impartiality, discretion, and professionalism while handling sensitive or proprietary information.

• Capability to work effectively and independently in a remote setting.

• Preferred: Experience supporting federal or state competitive grant programs.

• Preferred: Experience evaluating grants related to economic development, entrepreneurship, innovation, workforce development, technology commercialization, or related fields.

• Preferred: Experience leading multi-reviewer panels, reviewer calibration, portfolio analysis, or score normalization.

• Preferred: Familiarity with Salesforce or comparable grants management platforms.

• Preferred: Knowledge of artificial intelligence, AI workforce development, responsible AI, technology commercialization, or related emerging technologies.

• Preferred: PMP, Certified Grants Management Specialist (CGMS), or similar professional certification.
