This is a fully remote position, open to applicants in United States.
• Oversee and manage the daily operations of the Government Travel Charge Card (GTCC) program.
• Ensure adherence to Department of Defense (DoD) regulations and agency policies.
• Handle delinquency and account activity, which includes monitoring, tracking, resolving, suspending, reinstating, and escalating delinquent accounts.
• Assist with audits, inspections, command reviews, and financial assessments.
• Manage card issuance, maintenance, account closures, spending controls, and internal controls.
• Administer user access, account provisioning, and role-based access for GTCC-related systems.
• Prepare management reports, corrective action plans, audit responses, metrics, and executive-level summaries.
• Develop and conduct training for cardholders, Approving Officials, and supervisors.
• Create training materials, standard operating procedures, job aids, and user guides.
• Offer customer service and technical support regarding GTCC policies and procedures.
• Analyze financial data, delinquency trends, and management reports.
• 3 to 5+ years of experience administering or supporting a GTCC program within a DoD, federal civilian agency, or equivalent public-sector setting.
• Background in managing Individually Billed Accounts (IBAs) and Centrally Billed Accounts (CBAs).
• Familiarity with the Defense Travel System (DTS) and government travel regulations.
• Experience in monitoring, tracking, and addressing delinquent travel card accounts.
• Proven ability to engage with cardholders, supervisors, Agency Program Coordinators (APCs), and financial management staff.
• Expertise in account reviews, suspension monitoring, reinstatement actions, and escalation processes.
• Previous experience as an Agency Program Coordinator (APC) or in a supporting APC role.
• Proficient in managing card issuance, maintenance, account closures, and spending controls.
• Experience in developing and implementing internal controls.
• Knowledge of administering access to CitiManager, U.S. Bank Access Online, Defense Travel System (DTS), and other travel card management platforms.
• Understanding of role-based access management, account provisioning, and security protocols.
• Experience supporting audits, inspections, command reviews, or financial evaluations.
• Knowledge of the DoD Financial Management Regulation (FMR), Government Charge Card Abuse Prevention Act, Joint Travel Regulations (JTR), and agency-specific travel card policies.
• Background in preparing management reports, corrective action plans, and audit responses.
• Experience in developing and delivering training, as well as creating SOPs, job aids, and user guides.
• Proficiency in analyzing financial data, delinquency trends, and management reports.
• Strong skills in Microsoft Excel, including pivot tables, formulas, and reporting.
• Proficient with Power BI or similar reporting tools and financial management systems.
• Active Secret clearance is required.
