This is a fully remote position, open to applicants in United States.
• Create a governed data-access application that enables users to explore data using natural language, encompassing features such as authentication, authorization, audit logging, and disclosure-risk controls.
• Develop reliable offline-first field tools for interviewers and field supervisors that function well on low-end devices with intermittent connectivity and sync smoothly when a connection is restored.
• Integrate AI services into applications and provide model pipelines via well-crafted APIs, including MCP connectors that make DHS data accessible in AI assistants.
• Define and construct products using agentic coding tools, followed by reviewing, testing, and taking ownership of the resulting code.
• Design data services and schemas for survey metadata, microdata, and AI-assisted processing results.
• Ensure production readiness and facilitate sustainable handover by delivering tested code, establishing quality gates, and providing clear documentation.
• Empower partner-country institutions to operate and publicly share tools without the need for ongoing ICF support.
• Communicate updates to both technical and non-technical stakeholders, including survey experts, program leadership, and partner institutions.
• Collaborate with designers, product owners, statisticians, and other engineers across different cultures and time zones.
• Bachelor's degree (or equivalent) with a minimum of 5 years of professional full-stack development experience in building production-grade applications, OR a Master's degree with at least 2 years of professional full-stack development experience in building production-grade applications.
• At least 1 year of experience integrating LLMs into production systems, focusing on error handling, security, and reliability.
• Minimum 1 year of experience with a major cloud platform (e.g., AWS, Azure, or Google Cloud), infrastructure as code, and CI/CD practices.
• U.S. citizenship is mandatory as per federal government contract requirements.
• Proficient in JavaScript/TypeScript and a modern front-end framework (e.g., React, Angular, or Vue).
• Strong back-end development skills in Python or another contemporary programming language (e.g., JavaScript/Node.js, Go, Java, C#).
• Familiarity with relational database design and SQL.
• Experience in designing and integrating RESTful APIs.
• Practical experience in implementing authentication, authorization, and audit logging in a production application.
• Proven experience using agentic coding tools (e.g., Claude Code, OpenAI Codex, Cursor, or GitHub Copilot agent mode) to specify, review, test, and deliver production code.
• Experience with NoSQL technologies is advantageous.
• Preference for candidates with experience building offline-first or low-connectivity applications.
• Experience in developing a data-access, analytics, or research-data application with role-based access is preferred.
• Background in working with statisticians or researchers, or with statistical data and workflows is preferred.
• Understanding of LLM cost, latency, and reliability trade-offs, with exposure to agent frameworks, AI workflow orchestration, MCP servers, or AI evaluation and testing tools is preferred.
• Experience in building multilingual or localized interfaces is a plus.
• Background in global health, international development, or settings pertaining to low- and middle-income countries is preferred.
