Full Stack Developer – Global Health, AI

This is a fully remote position, open to applicants in Maryland.

📋 Description

• Develop a governed data-access application that allows users to investigate data using natural language.

• Establish authentication, authorization, audit logging, and disclosure-risk controls to safeguard respondent privacy.

• Create offline-first tools for interviewers and field supervisors that function on low-end devices with sporadic connectivity.

• Ensure dependable synchronization for offline tools when connectivity is restored.

• Integrate AI services into applications and provide model pipelines through well-structured APIs.

• Create MCP connectors to make DHS data accessible via AI assistants.

• Define and build products using agentic coding tools, followed by reviewing, testing, and maintaining ownership of the resulting code.

• Design data services and schemas for survey metadata, microdata, and AI-assisted processing outcomes.

• Guarantee production readiness through testable code and necessary quality gates.

• Generate documentation that enables partner-country institutions to operate and publicly share tools without ongoing support from ICF.

• Update technical and non-technical stakeholders, including survey experts, program leadership, and partner institutions, on progress.

• Collaborate with AI engineers, survey experts, designers, and partner-country teams to transition solutions from prototype to production.

⛳️ Requirements

• A Bachelor’s degree (or equivalent) with at least 5 years of professional full-stack development experience in creating production-grade applications, OR a Master’s degree with a minimum of 2 years of relevant experience.

• At least 1 year of experience integrating LLMs into production systems, focusing on error handling, security, and reliability.

• A minimum of 1 year of experience with a major cloud platform, infrastructure as code, and CI/CD practices.

• U.S. citizenship is mandatory due to federal government contract requirements.

• Proficiency in JavaScript/TypeScript and familiarity with a modern front-end framework such as React, Angular, or Vue.

• Strong back-end development skills in Python or another modern language such as JavaScript/Node.js, Go, Java, or C#.

• Experience in relational database design and SQL; NoSQL experience is advantageous.

• Proficient in designing and integrating RESTful APIs.

• Practical experience implementing authentication, authorization, and audit logging in a production environment.

• Proven experience with agentic coding tools such as Claude Code, OpenAI Codex, Cursor, or GitHub Copilot agent mode.

• Preferred: experience in creating offline-first or low-connectivity applications.

• Preferred: experience in developing data-access, analytics, or research-data applications with role-based access.

• Preferred: experience collaborating with statisticians or researchers, or working with statistical data and workflows.

• Preferred: comprehension of LLM cost, latency, and reliability trade-offs, with insights into agent frameworks, AI workflow orchestration, MCP servers, or AI evaluation and testing tools.

• Preferred: experience in building multilingual or localized interfaces.

• Preferred: background in global health, international development, or contexts involving low- and middle-income countries.

• Ability to cultivate productive relationships across various seniority levels, cultures, and time zones.

• Work closely with designers, product owners, statisticians, and other engineers.

• Self-driven and capable of contributing value with minimal direct supervision.

• Communicate effectively, bridging the gap between technical and non-technical stakeholders.

• Able to simplify complex topics for business and program audiences.
