FHIR, Digital Quality Measures Lead

This is a fully remote position, open to applicants in United States.

📋 Description

• Act as the leading technical expert in quality improvement and measures management initiatives.

• Establish the technical framework for FHIR-based digital quality measure projects.

• Function as the main technical representative to CMS and associated federal clients.

• Provide mentorship to subject matter experts across various performance category workstreams.

• Serve as the primary technical contact for digital quality measurement, FHIR, QI-Core, CQL, and interoperability issues.

• Define and oversee the technical direction for digital quality measure specifications.

• Supervise the development, enhancement, and upkeep of FHIR-based digital measure specifications.

• Lead the conversion of traditional measures into FHIR-based digital quality measures.

• Oversee concept development, specification writing, CQL and value set management, feasibility assessments, testing and validation, and annual maintenance cycles.

• Ensure compliance with CMS standards, timelines, and HL7 FHIR implementation guidelines.

• Represent GDIT in technical discussions with CMS, measure stewards, registry vendors, and interoperability partners.

• Collaborate with HARQ leadership to enhance the organization's FHIR capabilities and digital measurement knowledge.

• Mentor and support junior, mid-level, and senior technical and clinical staff.

• Provide structured coaching and hands-on technical supervision.

⛳️ Requirements

• Master's degree in health informatics, computer science, public health, nursing, or a related field.

• Over 11 years of relevant professional experience.

• At least 7 years of experience in healthcare quality measurement.

• Practical experience authoring QDM-based eCQMs and FHIR-based dQMs.

• Proficient understanding of FHIR resources and implementation guides, including US Core, QI-Core, and DEQM.

• Familiarity with the CMS measure lifecycle, logic updates, value set management, and annual maintenance procedures.

• Experience with federal contracts, preferably with CMS.

• Proven ability to mentor junior staff while engaging in hands-on technical tasks.

• Strong written and verbal communication skills.

• HL7 FHIR certification is preferred; equivalent demonstrated expertise in standards may be considered.

• Previous experience as a CMS contractor is strongly preferred.

• A clinical background or training in clinical informatics is preferred.

• Understanding of federal quality reporting program structures.

• Knowledge of strategic planning, regulatory compliance, healthcare governance, and vendor management.

• Advanced project management capabilities.

• No requirement for U.S. citizenship.

• Willingness to travel less than 10% of the time.
