Federal Payroll, HR Consultant

This is a fully remote position, open to applicants in United States.

📋 Description

• Assist in conducting requirements and design workshops

• Aid in the conversion of federal payroll business rules into functional and technical designs

• Create business process workflows

• Provide input for fit/gap documentation

• Generate configuration workbooks

• Develop data mapping specifications

• Create SIT/UAT test scenarios

• Support project delivery under the guidance of senior payroll leads

• Contribute to essential design decisions and maintain requirements traceability matrices

• Assist in the migration from legacy to modern payroll systems and handle defect triage during SIT and UAT

⛳️ Requirements

• One to three years of experience in federal payroll

• Proficient understanding of Title 5 and Title 38 pay regulations

• Familiarity with premium pay and overtime calculations

• Knowledge of FERS/CSRS retirement deductions

• Understanding of Thrift Savings Plan (TSP) contributions

• Awareness of garnishments and debt collection procedures

• Knowledge of W-2/tax withholding and reporting processes

• Proven experience with federal payroll systems and interfaces, such as WebTA, EPIC, and Payroll/Personnel System interfaces

• Familiarity with Treasury and OPM reporting requirements

• Experience in contributing to key design decisions (KDDs) and requirements traceability matrices (RTMs)

• Strong consulting abilities

• Experience in government contracting

• Capability to support delivery in a regulated, client-facing setting

• Must be eligible to obtain and maintain the necessary government security clearance

• U.S. Citizenship required

• Experience with Oracle Cloud HCM configuration and Oracle Fast Formulas is advantageous

• Previous experience with federal payroll processing shared service providers is a plus

• Preferred experience in supporting migrations from legacy to modern payroll systems and defect triage during SIT and UAT

• Willingness to travel up to 10%
