Economics Research Analyst II

This is a fully remote position, open to applicants in United States.

📋 Description

• Conduct thorough technical, administrative, and formal evaluations of grant applications based on established criteria, requirements, and scoring rubrics.

• Assign justifiable scores and create clear, evidence-based feedback highlighting the strengths, weaknesses, risks, and rationale for scoring.

• Assess the quality, relevance, credibility, and adequacy of the economic, quantitative, and qualitative evidence provided in applications.

• Analyze strategies for economic development, anticipated outcomes, implementation plans, partnerships, budgets, performance metrics, and sustainability strategies.

• Utilize economic research and policy analysis methods concerning regional economies, labor markets, workforce development, entrepreneurship, innovation, capital access, and job creation.

• Input and verify review scores and narrative comments within grants management or application review systems.

• Conduct quality control checks and validate as well as reconcile applicant, reviewer, scoring, and program information.

• Assist in the compilation, ranking, normalization, and analysis of merit review outcomes and trends at the portfolio level.

• Execute applied economic and portfolio research utilizing credible data sources and pertinent literature.

• Develop data summaries, analytical memoranda, visual representations, briefing materials, scoring reports, and other decision-support documents.

• Engage in reviewer training, calibration discussions, project meetings, debriefings, and knowledge transfer activities.

• Uphold reviewer independence, confidentiality, compliance with conflict-of-interest policies, and maintain secure, audit-ready review documentation.

• Identify and report any scoring anomalies, data inconsistencies, ambiguous criteria, system-related issues, or scheduling risks.

• Perform other assigned duties related to economic research, data analysis, grant review, and program evaluation.

⛳️ Requirements

• Master's degree in Economics, Applied Economics, Economic Development, Labor or Regional Economics, Public Policy, Finance, or a related quantitative or social science discipline.

• Over six (6) years of progressively responsible experience in economic research, economic policy analysis, economic development, program evaluation, grant application review, or a related area.

• Proven experience in conducting applied economic research and synthesizing data regarding economics, labor markets, industries, regions, and workforce.

• Demonstrated experience in supporting or performing competitive grant reviews.

• Experience in executing formal merit reviews, which includes scoring assignments and crafting qualitative feedback based on predetermined criteria.

• Experience in evaluating grant applications, proposals, or complex program materials against established requirements, evaluation criteria, or scoring rubrics.

• Strong analytical skills in both quantitative and qualitative aspects, enabling the formulation of impartial, evidence-based conclusions.

• Experience in validating application, reviewer, scoring, or program data and identifying incomplete or inconsistent information.

• Familiarity with competitive grantmaking practices, ensuring reviewer independence, confidentiality, and adherence to conflict-of-interest guidelines.

• Exceptional written and verbal communication skills, capable of clearly articulating research findings and scoring justifications.

• Proficient in Microsoft Excel, Word, PowerPoint, Teams, and other digital collaboration tools.

• Experience utilizing electronic grants management, application review, workflow, or similar data systems.

• High attention to detail and the ability to juggle multiple tasks within time-sensitive review periods.

• Capable of working both independently and collaboratively in a remote setting while managing sensitive information responsibly.
