This is a fully remote position, open to applicants in United States.
• Transform approved master scripts into fully functional Moodle courses, encompassing on-screen content, integration of voiceover audio, synchronized captions, and downloadable transcripts.
• Set up Moodle quiz engines featuring randomized question banks, mastery-model retake logic, corrective feedback, and score-driven completion triggers.
• Implement workflows for activity completion, interaction gates, assignment submission gates, assessment pass criteria, and seat-time restrictions that activate certificate and CLP issuance.
• Oversee the technical creation and deployment of Moodle courses, including cataloging, badging, and managing system workflows.
• Conduct quality assurance testing on learning modules, assessments, certificates, user permissions, and system workflows.
• Ensure that digital content and training modules comply with Section 508 and accessibility standards.
• Diagnose technical problems and resolve user access issues.
• Monitor system performance, carry out data analytics, and implement system integrations.
• Offer programming, automation, and technical solutions for project management and quality assurance reviews.
• Create and maintain technical documentation, operational procedures, and user guides for Moodle.
• Produce and analyze reports on system usage, training completion rates, and user engagement with the platform.
• Collaborate with cross-functional teams to identify enhancements to the system and streamline operational workflows.
• Provide technical assistance during live grant review operations, which includes ARM configuration, user access support, troubleshooting, and coordination with program staff.
• Keep accurate electronic records of competitive grant applications and panel summary records.
• Assist in virtual training sessions by managing the technical aspects of online meetings and webinars.
• Align system architecture and templates with the requirements of the Office of Head Start’s competition and evaluation needs.
• A Bachelor’s degree in information technology, Computer Science, or a related discipline (or an equivalent combination of education and experience).
• At least four years of experience supporting enterprise learning management systems, federal grants management, or similar governmental technical operations.
• A minimum of two years of hands-on experience specifically in technical administration of learning management systems for federal government programs.
• Extensive, practical knowledge in Moodle platform administration, architecture, and course development.
• Strong technical troubleshooting skills with a proven history of resolving platform and user-related issues.
• Excellent organizational skills with the ability to manage a large volume of electronic files accurately in a fast-paced environment.
• Exceptional written and verbal communication skills, with the capability to convey technical concepts to non-technical stakeholders.
• An active Public Trust security clearance or the ability to obtain and maintain one.
• Experience with electronic federal grants systems, such as GrantSolutions and the Application Review Module (ARM).
• Experience in working with Head Start, early childhood education, or other educational initiatives.
• Knowledge of e-learning standards (SCORM, xAPI), adult learning theories, and principles of instructional design.
