This is a fully remote position, open to applicants in Florida, +2 more states.
• Oversee mitigation grants and manage various projects.
• Identify potential hazard mitigation initiatives under FEMA 404/HMGP and 406 programs.
• Perform benefit-cost analyses as necessary.
• Collaborate with ICF’s Environmental Historic Preservation team to fulfill NEPA requirements.
• Evaluate mitigation project applications for eligibility, feasibility, accuracy, and thoroughness.
• Partner with client representatives to discover and develop mitigation opportunities.
• Support subrecipients in preparing 404/HMGP grant applications and 406 Hazard Mitigation proposals.
• Provide guidance on required documentation and ensure that scopes of work are precise and clearly articulated.
• Create quarterly reports, requested documentation, templates, and checklists.
• Ensure budgets are accurate and adhere to FEMA eligible-activity guidelines.
• Coordinate environmental reviews and documentation with ICF’s Environmental Team.
• Work with Benefit Cost Analysis staff and supply necessary documentation.
• Manage and oversee grant applications and project implementation timelines.
• Review damage descriptions and dimensions to pinpoint mitigation opportunities and evaluate proposal cost-effectiveness.
• Keep supervisors and leadership updated on issues, challenges, and solutions.
• Utilize the FEMA Grants Portal and ICF’s DisasTRAX program.
• Conduct site visits of damaged facilities and structures upon request.
• Deliver training to staff, stakeholders, and others as directed.
• Execute other professional responsibilities as assigned.
• Minimum of 2 years of extensive experience with FEMA 406 and 404 mitigation policies, including strategic implementation and adherence to best practices.
• Willingness to travel by air and vehicle as necessary, often with little notice.
• Readiness to deploy for evening, weekend, and multi-week assignments away from home.
• Valid United States driver’s license required.
• Successful completion of a Motor Vehicle Records (MVR) check necessary.
• Strong proficiency in Microsoft Office Suite and general computer skills.
• High attention to detail and accuracy in documentation and reporting.
• Ability to follow instructions effectively.
• Excellent organizational skills with the ability to plan, prioritize, and manage multiple tasks both independently and collaboratively.
• Strong written and verbal communication, interpersonal, and presentation skills.
• Exceptional critical thinking and decision-making abilities.
• Capacity to work under constantly changing deadlines and priorities.
• Awareness and appreciation for diverse cultures, socioeconomic backgrounds, and community dynamics.
• Preferred: Bachelor’s degree.
• Preferred: Bilingual in English and Spanish, with fluency in reading, writing, and speaking.
• Preferred: Over 2 years of experience with energy and electrical distribution infrastructure or power grids.
• Preferred: Expertise in Benefit Cost Analysis.
• Preferred: Cost estimating experience with RS Means and/or Xactimate.
• Preferred: More than 3 years of experience in electrical distribution in Puerto Rico.
• Preferred: Background in non-residential construction.
• Preferred: Certified Floodplain Manager.
• Preferred: Knowledge of FEMA grant management processes, including the grant life cycle.
• Preferred: Familiarity with federal and state disaster management programs.
• Preferred: Understanding of FEMA policies and 44 CFR.
• Preferred: Relevant FEMA certifications or coursework.
• On-call employees have the flexibility to accept or decline hours as they wish.
