Disaster Human Services Case Manager

This is a fully remote position, open to applicants in District of Columbia, +1 more state.

📋 Description

• Conduct intake, screening, and needs assessments for disaster survivors using approved tools and procedures.

• Create personalized recovery plans, set recovery goals, identify obstacles, and revise plans as necessary.

• Identify, verify, and coordinate resources from federal, state, tribal, territorial, local, nonprofit, and community sources.

• Provide referrals for resources and follow up, assisting survivors in navigating benefits and recovery resources.

• Apply the FEMA sequence of delivery to help prevent duplication of benefits.

• Maintain regular communication with survivors and document progress, needs, referrals, outcomes, and follow-up actions.

• Complete activities related to case transfer, transition, and closure, including file retention and reporting.

• Ensure accurate case information and required statistics in approved case management systems.

• Safeguard PII, survivor records, and federal information while adhering to privacy, cybersecurity, records management, and Rules of Behavior requirements.

• Implement culturally responsive practices and support individuals with disabilities as well as those with access and functional needs.

• Recognize and adhere to reporting or referral protocols for human trafficking, abuse and neglect, domestic violence, and financial exploitation.

• Collaborate with resource coordinators, benefits navigators, supervisors, government officials, community organizations, service providers, and mission partners.

• Engage in readiness activities, training sessions, exercises, briefings, debriefings, hotwashes, and continuous improvement initiatives.

• Maintain deployment readiness and be prepared to deploy within specified timeframes to field, remote, or challenging environments.

• Deliver outstanding customer service while prioritizing the needs of children, families, veterans, or clients.


⛳️ Requirements

• A Bachelor's degree from an accredited institution in Social Work, Psychology, Sociology, Human Services, Criminal Justice, Emergency Management, or a related field is preferred.

• Relevant education and experience may be considered in line with organizational and contract position qualification standards.

• Experience in case management, human services, crisis intervention, benefits/resource navigation, disaster recovery, or community-based services is preferred.

• Strong preference for candidates with disaster case management experience.

• Professional spoken fluency in a language other than English is highly desirable; proficiency in American Sign Language may be required based on affected communities.

• Completion of necessary screening, background investigation, credentialing, cybersecurity/privacy training, Rules of Behavior, and role-specific disaster human services case management training is required before accessing relevant government systems or survivor records and prior to deployment.

• NIMS courses IS-100.C, IS-200.C, IS-700.B, and IS-800.D must be completed before deployment.

• Must be reliably available and able to work variable schedules, including extended hours, evenings, weekends, and holidays when needed for operations.

• Ability to deploy within required contract timeframes, including a 48-hour surge requirement when applicable.

• Potential for nationwide travel and deployment to disaster-affected areas.

• A valid Driver’s License with a clean record is mandatory.

• Daily access to a vehicle without prior notice is required.

• Legal authorization to work in the United States is essential.

• Candidates must successfully complete and maintain employment screening, criminal history checks, child-protection registry checks, federal background investigation, HSPD-12/PIV credentialing, and security and access prerequisites.
