This is a fully remote position, open to applicants in Illinois.
• Develop and implement lobbying and advocacy strategies that influence state legislative and regulatory frameworks.
• Serve as AbbVie's representative throughout Illinois, including areas such as Springfield, Chicago, and various communities in Illinois, like Lake County.
• Assist in the state and local engagement strategy, support business objectives, enhance economic development, and foster community stakeholder relationships.
• Evaluate political and public policy landscapes and provide guidance on the implications of legislative and regulatory changes.
• Act on behalf of AbbVie in issues impacting the company while assessing legislation, regulations, opportunities, and risks.
• Build and nurture relationships with governors, lieutenant governors, attorneys general, state legislators, local officials, regulators, and other external stakeholders.
• Aid US site selection efforts by assessing opportunities and coordinating regional participation.
• Work closely with the US Strategic Alliances Director and policy teams to formulate state advocacy strategies.
• Collaborate with Federal Government Affairs, US Policy & Analytics, Commercial, Legal, Market Access, Corporate Affairs, and regional stakeholders.
• Represent AbbVie at state legislative and political gatherings, trade association task forces, and coalitions.
• Create engagement plans for national organizations that impact state policy and political activities.
• Recruit and manage regional external consultants.
• Develop and oversee the budget for regional state government affairs.
• Ensure compliance with lobbying and political contribution registration requirements.
• Strong executive presence with the ability to influence high-profile stakeholders.
• 8–10 years of experience in lobbying, public administration, political party activities, legislative staff roles, or similar fields.
• Preferred experience in healthcare or a highly regulated industry.
• Capability to comprehend complex policy and legislative matters and devise innovative strategies.
• In-depth knowledge of key state health programs, including Medicaid.
• Familiarity with state finance and appropriations processes.
• Understanding of the dynamics within the private healthcare marketplace, including insurance, drug benefit plans, PBMs, pharmacies, employers, and consumers.
• Ability to operate independently and exhibit sound business judgment.
• Experience in developing and executing comprehensive Government Affairs strategies.
• Strong skills in analytical thinking, critical reasoning, interpersonal communication, persuasive writing, organization, adaptability, resourcefulness, creativity, and attention to detail.
• Ability to meet deadlines and work collaboratively in a dynamic organizational environment.
• Expertise in creating PowerPoint presentations and simplifying complex policy issues into accessible internal content.
• Bachelor’s degree in a relevant field such as healthcare administration, political science, public administration, or policy.
• Proficient in Microsoft Office applications.
• Willingness to travel domestically up to 40 percent.
• Established relationships with state and local policymakers across Illinois.
