Director, Regional Project Procurement

This is a fully remote position, open to applicants in Texas.

📋 Description

• Oversee all tactical procurement activities at the project level for designated regions, transforming approved category strategies and master supply agreements into prompt purchase orders.

• Take ownership of the buy-to-delivery process for construction materials, equipment, and site services, ensuring that purchase orders are in line with construction timelines, budgets, and specifications.

• Handle daily supplier communications regarding order confirmations, modifications, expeditions, and issue resolution at both the project and site levels.

• Develop and implement standardized tactical procurement procedures, approval pathways, and purchase order governance across all regional teams.

• Facilitate the resolution of procurement escalations in the field (such as material shortages, quality concerns, and delivery delays) in collaboration with construction, engineering, and logistics teams.

• Cultivate and sustain relationships with regional suppliers, such as trade contractors, equipment vendors, and local material suppliers supporting active construction projects.

• Evaluate regional supplier performance (including on-time delivery, quality, and responsiveness) and drive corrective action plans when performance does not meet expectations.

• Assist with project-level bid packages, comparison of quotes, and recommendations for awarding regionally sourced scopes of work and materials.

• Collaborate with Strategic Sourcing and Category Management to provide field-level market insights and supplier feedback that influence national category strategies and master agreements.

• Oversee regional procurement budgets and monitor project-level expenditures against approved budgets, identifying variances early on.

• Work closely with Construction Project Managers and Site Superintendents to synchronize procurement activities with construction sequencing and critical-path milestones.

• Partner with Warehousing, Inventory Control, and Logistics teams to ensure that tactical purchase orders result in timely material delivery to the site.

• Coordinate with Legal and Contracts teams to finalize purchase orders and short-form agreements within the established contract terms and authority limits.

• Regularly report to the VP of Data Center Procurement on the regional procurement status, potential risks, spending, and schedule impacts across the project portfolio.

• Manage the procurement input for recurring project governance meetings for each assigned project, including weekly management reviews, EPC/owner-contractor meetings, and project status presentations, addressing material and equipment delivery status, tracking of long-lead items, open escalations, and cost/schedule impacts.

• Consolidate project-level inputs from Regional Project Procurement Managers, site buyers, and expediters into a single, accurate procurement submission for each meeting, ensuring timely delivery in the required format.

• Represent procurement during weekly management, EPC, and project review calls, providing status updates and addressing inquiries regarding delivery risks, supplier performance, and mitigation strategies.

• Build, lead, and develop a team of regional procurement managers, tactical buyers, and expediters aligned with both current and future construction regions.

• Create staffing plans that scale the tactical procurement organization in accordance with the pace and geographic distribution of the data center construction pipeline.

• Establish KPIs and performance metrics for the tactical procurement team, including PO cycle time, timely issuance, cost savings/avoidance, and supplier performance.

• Promote the use of consistent tools, systems (P2P/ERP), and processes across regions to enhance scalability and minimize variability in procurement execution.

• Develop and maintain standardized procurement reporting templates, dashboards, and data sources to ensure project updates are consistent across projects and regions, traceable back to purchase orders, delivery, and spending data.

• Bachelor's degree in Supply Chain Management, Construction Management, Business, Engineering, or a related field (Master's degree preferred).

• 12+ years of progressive procurement experience, including substantial experience in tactical/project procurement for large-scale construction or capital projects, with at least 5 years in a senior leadership role.

• Direct experience in supporting data center, hyperscale, industrial, or other mission-critical construction programs.

• Proven track record in managing regional or multi-site procurement teams and enforcing execution discipline across multiple fast-paced projects.

• Strong understanding of construction procurement processes, purchase order and contract fundamentals, as well as project schedule and cost drivers.

• Proficiency with ERP/P2P systems (e.g., SAP, Oracle, Coupa) and project management or construction management platforms.

• Demonstrated capability to build and lead teams across various U.S. regions, including remote and site-based staff.

• Willingness to travel domestically up to 40-50% to active construction sites and regional offices.

• Experience specifically within data center, colocation, or hyperscale construction procurement organizations (Preferred).

• CPSM, CPSD, or equivalent procurement/supply chain certification (Preferred).

• Familiarity with electrical, mechanical, and general trades scopes typical of data center construction (Preferred).
