This is a fully remote position, open to applicants in Canada.
• Spearhead the development, design, strategy, and ongoing enhancement of programs in alignment with the organizational strategy and stakeholder needs.
• Convert strategic goals, governmental priorities, and ecosystem demands into impactful program models.
• Discover new opportunities for programs, partnerships, and funding avenues.
• Establish standards, processes, and governance frameworks for program development.
• Direct the organization’s evaluation function and supervise evaluation frameworks that assess program performance, outcomes, effectiveness, and return on investment.
• Create program frameworks, theories of change, logic models, implementation plans, and performance expectations.
• Conduct economic impact assessments focusing on economic growth, productivity, commercialization, talent outcomes, and ecosystem advantages.
• Oversee impact reports, performance dashboards, and evidence-based narratives for executives, Board members, government partners, and stakeholders.
• Enhance organizational capacity to leverage data and evidence for ongoing improvement.
• Manage the complete lifecycle from identifying strategic needs and policy challenges through to program design, implementation, outcomes, evaluation, and enhancement.
• Track the performance, strategic alignment, effectiveness, relevance, and value creation of the program portfolio.
• Lead and nurture a multidisciplinary team responsible for program development, evaluation, and economic impact analysis.
• Set priorities, operational plans, and performance objectives.
• Promote collaboration among program, evaluation, policy, and operational teams.
• Report directly to the Vice President of Policy, Program Development, and Government Relations.
• Bachelor's degree in Economics, Business, Public Policy, Statistics, Evaluation, or a related discipline.
• A graduate degree or equivalent experience is considered an asset.
• At least 10 years of progressive experience in program development, strategy, evaluation, performance measurement, and economic impact, ideally within research, innovation, or economic development sectors.
• Proven experience in designing, developing, and enhancing programs while translating evidence, data, and analysis into strategic insights and decisions.
• Strong comprehension of program evaluation, performance measurement, economic impact assessment, and the Canadian research and innovation landscape.
• Experience in managing intricate program portfolios while balancing strategic priorities, resources, performance, and impact.
• Excellent analytical, strategic thinking, problem-solving, and project management capabilities.
• Outstanding communication and presentation skills, with the ability to distill complex analyses into clear, actionable insights for senior leaders and stakeholders.
• Proficiency in written and spoken English is mandatory.
• Bilingualism (English/French) is a valuable asset.
• Personal experience or perspectives aligned with Indigenous worldviews are significant advantages.
