This is a fully remote position, open to applicants in Alabama, +44 more states.
• Oversee daily operations of Financial Management Services (FMS), encompassing payroll processing, timesheet management, electronic visit verification (EVV), onboarding, and service delivery workflows.
• Develop and enhance operational processes that support self-directed care initiatives.
• Convert strategic initiatives from the VP level into actionable operational plans, workflows, and key performance indicators (KPIs).
• Collaborate with intake, customer service, payroll, compliance, and reporting teams.
• Ensure adherence to IRS employer-agent regulations, VA VDC guidelines, Department of Labor mandates, and state labor laws.
• Manage audit preparedness, documentation standards, and ongoing compliance monitoring.
• Review and escalate reports related to fraud, waste, abuse, neglect, and exploitation.
• Work alongside Legal and Compliance teams to develop policies, standard operating procedures (SOPs), and controls.
• Supervise multi-EIN payroll, tax withholdings, unemployment insurance, vendor payments, reimbursements, worker eligibility verification, and background checks.
• Maintain budgets and financial reporting at the participant level.
• Oversee participant budgets, spending plans, authorizations, and adjustments to direct care worker pay rates.
• Ensure a compliant experience for participants and caregivers throughout onboarding, training, and ongoing support.
• Implement scalable service models for participants who act as employers.
• Collaborate with care teams, case managers, and external stakeholders to achieve person-centered outcomes.
• Manage relationships with payroll providers, EVV systems, and FMS technology platforms.
• Lead the implementation and optimization of timekeeping, EVV, payroll engine, and participant portal systems.
• Ensure the integrity of system integrations and data.
• Direct and cultivate cross-functional teams in payroll, compliance, onboarding, and customer support.
• Establish performance metrics, training programs, and standards for accountability.
• Collaborate with the VP on growth strategies, requests for proposals (RFPs), program launches, operational scaling, and transformation initiatives.
• Provide insights driven by data regarding performance, risks, and opportunities.
• Propel success metrics, including onboarding cycle time, payroll accuracy, audit performance, participant satisfaction, scalability, and program launches.
• A Bachelor's degree in Business Administration, Healthcare Administration, Public Administration, or a related field is required; an equivalent combination of education and progressive leadership experience may be considered in lieu of a degree.
• 2-4+ years of progressive leadership experience in Financial Management Services, Fiscal Intermediary operations, Self-Directed Care / Home and Community-Based Services (HCBS) / Long-Term Services and Supports (LTSS) programs, or Veteran-Directed Care.
• Proven experience in building and/or expanding FMS operations.
• Extensive knowledge of Medicaid self-direction models and associated regulations.
• In-depth understanding of Vendor Fiscal/Employer Agent (VF/EA) models.
• Strong knowledge of payroll tax compliance and employer-agent frameworks.
• Experience managing operations across multiple states or complex programs.
• Exceptional leadership, communication, and cross-functional collaboration capabilities.
• Experience with Veteran-Directed Care programs is preferred.
• Familiarity with ACL guidance and VA program requirements is preferred.
• Knowledge of EVV systems and FMS technology platforms is preferred.
• Experience supporting RFPs, implementations, or entering new markets is preferred.
• Must comply with U.S. work authorization requirements through E-Verify.
