
Director of Subcontract Program Management – Transition Out

This is a fully remote position, open to applicants in Virginia.
• Provide comprehensive leadership for subcontract program management activities and ensure a smooth transition out of all RHRP services.
• Take ownership of the subcontract program management operating framework, which includes governance, performance management, issue escalation, accountability for action items, financial oversight, and execution standards.
• Develop and enhance procedures and operating practices as program needs, contract stipulations, and transition requirements change.
• Act as a senior internal leader and primary point of escalation for important subcontractor issues.
• Oversee the transition-out strategy and execution across all RHRP workstreams.
• Lead cross-functional collaboration with Contracts, Finance, Provider Relations, Information Technology, Facilities, Human Resources, program operations, and various stakeholders.
• Collaborate with Contracts and functional leaders on subcontract agreements, statements of work, modifications, closeout criteria, and transition actions.
• Engage with executives from subcontractors as well as senior customer or government representatives.
• Conduct senior-level briefings, governance reviews, and decision-making meetings.
• Ensure subcontractors adhere to cost, schedule, quality, service, compliance, and customer expectations.
• Oversee performance evaluations, corrective action plans, escalation pathways, and remediation efforts.
• Drive continuous improvement and transition-readiness initiatives utilizing performance data, cost trends, customer feedback, audit findings, lessons learned, and operational experience.
• Offer senior-level recommendations and decision-making support to program and company leadership.
• Monitor significant program and subcontract risks, coordinating their identification, escalation, mitigation, and communication.
• Provide executive-level reporting on subcontractor performance, transition status, critical issues, financial trends, key decisions, and material risks.
• Prepare and deliver senior-level briefings, presentations, and decision-support documents.
• Execute additional duties and responsibilities as assigned.
• Bachelor’s degree from an accredited institution in a relevant field, or equivalent experience and education combined.
• Minimum of 14 years of leadership experience in progressively responsible positions; or 12 years of leadership experience with an associated Master’s degree.
• Proven experience leading complex Federal government programs, contracts, organizational functions, or major workstreams, with accountability for cost, schedule, performance, compliance, and customer outcomes.
• Demonstrated experience in establishing and managing subcontractor governance, performance metrics, financial accountability, and executive-level relationships.
• Experience leading complex program transitions, closeouts, off-ramps, or transition-out efforts.
• Ability to operate with considerable organizational autonomy, establish operational strategies, interpret policies, resolve intricate issues, and make informed decisions or recommendations.
• Proficient in developing and delivering executive-level briefings, status reports, recommendations, and decision-support documents.
• Familiarity with RFPs, large contract proposals, subcontracting strategies, and/or contract modifications.
• Understanding of clinical constraints, including patient safety considerations, time pressures, and regulatory obligations.
• Capability to pass a Federal background check and/or obtain and maintain additional clearances as required by the contract, if applicable.
• Preference for candidates with experience in healthcare or management of Federal healthcare programs.
• PMP certification or other relevant program management certification is preferred.
• Experience in directing internal and external resources across multiple functions.
