This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Establish POGO’s multi-year technology strategy and roadmap in accordance with the strategic plan.
• Convert the technology roadmap into annual priorities, investments, and measurable outcomes.
• Provide counsel to executive leadership on technology posture, trade-offs, costs, compliance obligations, and organizational capacity.
• Lead the cybersecurity program, encompassing risk posture, security roadmap, virtual CISO engagement, risk assessment, penetration testing, cyber insurance readiness, and executive risk reporting.
• Draft and uphold technology, data governance, cybersecurity, and acceptable use policies.
• Drive policy adoption throughout the organization in collaboration with Legal and Human Resources.
• Define the compliance posture for data protection and privacy, accessibility, PCI DSS, and related obligations.
• Offer internal advice on technology-related legal and regulatory inquiries in partnership with Legal.
• Identify and implement technology solutions that support investigative, policy, and advocacy initiatives.
• Scope, source, or develop data collection, pipeline, automation, and analysis tools in conjunction with program leadership.
• Establish the organizational framework for information architecture, records, and data management.
• Facilitate cross-departmental adoption of technology standards.
• Oversee and nurture the IT team.
• Set IT priorities and service standards.
• Ensure that the IT team’s capacity, skills, and succession depth align with organizational requirements.
• Report directly to the Vice President of Finance and Administration.
• A minimum of 8 years of progressive IT experience.
• At least 3 years in a leadership position responsible for technology strategy, budget, and staff.
• Experience in a nonprofit, law firm, or a similar organization with a strong focus on data sensitivity is preferred.
• Proven ability to set and execute a technology strategy aligned with organizational objectives.
• Experience in presenting options and recommendations to executive leadership.
• Ownership of a cybersecurity program, including risk assessment, policy development, incident response planning, and management of external security advisors.
• Knowledge of technology governance and compliance, including data protection and privacy, PCI, and accessibility obligations.
• Experience collaborating with legal counsel.
• Management of a technology budget, vendor selection, contract negotiation, and making decisions regarding build, buy, and sourcing.
• Strong understanding of modern cloud-first enterprise environments, particularly Microsoft 365 and Entra.
• Experience supervising and developing technical staff.
• Exceptional communication and interpersonal skills, including the ability to translate technical issues for non-technical executives and staff, and to build consensus across departments.
• Dedication to creating, sustaining, and promoting an inclusive work environment.
• Commitment to justice, equity, diversity, and inclusion.
• A legal, compliance, or privacy background or credential (e.g., CIPP), or experience as a technology advisor to legal teams is preferred but not mandatory.
• Experience in delivering technology solutions that enhance program impact in research, policy, advocacy, or investigative contexts is preferred but not required.
