This is a fully remote position, open to applicants in Virginia, +1 more state.
• Take charge of Commence’s expansion within the Department of Veterans Affairs.
• Act as the primary relationship manager for the VA account, ensuring alignment of Commence’s capabilities with the priorities of VHA and VBA.
• Identify, evaluate, and secure new opportunities within VHA, VBA, and the larger VA organization.
• Manage the complete business development lifecycle, which includes market research, competitive analysis, teaming strategies, win themes, solution development, proposal support, and delivering oral presentations.
• Collaborate with leadership, capture, and proposal teams to formulate and implement account plans.
• Establish and maintain a robust pipeline capable of achieving annual submission and award goals.
• Facilitate disciplined decision-making regarding bids and no-bids.
• Monitor developments in VA policy, budgeting, and acquisitions, and adapt them into pursuit strategies.
• Present, showcase solutions, create white papers, and respond to RFIs in collaboration with cross-functional teams.
• Represent Commence at VA industry days, conferences, and association gatherings.
• Foster collaborative relationships with prime contractors and specialized partners in the VA market.
• Maintain ongoing communication with senior and executive-level decision makers.
• Report directly to the Chief Strategy Officer.
• Bachelor’s degree in a relevant field, or equivalent professional experience.
• Over 10 years of experience working with or within the Department of Veterans Affairs, including VHA, VBA, or VA OIT, focusing on business development, capture, or related leadership roles.
• Demonstrated success in securing competitive VA opportunities, with specific examples of wins to discuss in detail.
• Extensive understanding of VA healthcare delivery, community care, and benefits administration, along with how VA priorities translate into funded programs and procurements.
• Established connections with VA program officials, contracting organizations, and industry partners.
• Knowledge of VA contract vehicles and acquisition pathways, such as T4NG2, VECTOR, GSA schedules, and agency-level BPAs.
• Excellent written and verbal communication skills, including the ability to create marketing materials and lead presentations at the executive level.
• Capability to obtain and maintain a federal Public Trust or higher security clearance.
• Experience in selling or providing services related to clinical quality review, program integrity, health informatics, or interoperability.
• Formal training in business development or capture (Shipley or similar).
• Active federal clearance or previous VA credentialing.
