This is a fully remote position, open to applicants in California.
• Oversee the delivery, support, maintenance, and enhancement of essential business applications.
• Act as the product owner for designated application platforms, setting strategic priorities, modernization efforts, and technology roadmaps.
• Collaborate with business leaders to comprehend requirements, identify process inefficiencies, and propose technology solutions.
• Balance business objectives, operational stability, modernization initiatives, and efforts to reduce technical debt.
• Direct application strategy and shape technical direction alongside technical teams and stakeholders.
• Ensure that applications fulfill service-level expectations regarding availability, performance, incident response, and production support.
• Manage release planning, production readiness, maintenance, and enhancement activities.
• Maintain controls related to data integrity, compliance, security, and system management.
• Monitor application health, technical debt, remediation activities, risks, and progress for leadership reporting.
• Assist with audits, client reviews, regulatory inquiries, proposal responses, and the implementation of new clients.
• Supervise vendor and consulting relationships, third-party resources, budgets, and operational objectives.
• Collaborate with compliance, security, infrastructure, architecture, governance, and business operations teams.
• Lead, coach, mentor, and cultivate a high-performing technology team.
• Set expectations, provide performance feedback, delegate effectively, and develop future leaders.
• Promote collaboration, trust, continuous learning, professional growth, and accountability.
• Bachelor's degree in Information Technology, Computer Science, Business, or a related field.
• Over 10 years of experience in IT applications, application support, systems delivery, or a related discipline.
• More than 5 years of experience in people leadership.
• Strong knowledge of application delivery, support, operations, and service level management.
• Familiarity with software development lifecycles, release management, production support, and application maintenance practices.
• Experience in managing vendors, budgets, resources, operational risks, and delivery governance.
• Proven ability to build trusted relationships with business leaders, technical teams, and external partners.
• Excellent communication, problem-solving, decision-making, and leadership abilities.
• Preferred experience in the healthcare payer sector, including Medicare and/or Medicaid environments.
• Strong preference for candidates with dental payer experience.
• Experience supporting delegated healthcare models and healthcare operations.
• Highly preferred experience with Health Solutions Plus (HSP) and healthcare payer administration platforms.
• Background in participating in audits, regulatory reviews, RFP responses, and client-facing initiatives.
• Familiarity with Agile delivery methodologies.
• Knowledge of Azure, APIs, web portals, management information systems, and database technologies.
• Experience working collaboratively with Scrum Masters and Project Managers.
• Familiarity with DevOps practices and modern application delivery approaches.
• Previous experience with Conduent or similar healthcare technology partners is an advantage.
• Must reside within the United States.
