This is a fully remote position, open to applicants in Virginia.

📋 Description

• Direct RTSL's comprehensive grant management strategy throughout the entire award lifecycle.

• Supervise donor-funded awards from pre-award planning and due diligence to implementation, monitoring, reporting, amendments, and final closeout.

• Evaluate proposed scopes, budgets, staffing plans, timelines, deliverables, reporting obligations, and award conditions.

• Lead the initiation of awards, establishing responsibilities, milestones, budgets, risks, and decision points.

• Set up grant reviews and deliver portfolio-level reporting to senior leadership.

• Identify, escalate, and address financial, compliance, operational, and implementation risks related to grants.

• Oversee RTSL's sub-granting strategy and manage grants allocated to implementing partners.

• Develop and enhance policies, procedures, tools, standards, and workflows for partner selection, due diligence, monitoring, amendments, and closeouts.

• Collaborate with program teams to structure subgrants and support grantee capacity building.

• Monitor grant performance, including budgets, expenditures, forecasting, fund utilization, and donor commitments.

• Assist with organizational and donor audits, reviews, and assurance activities.

• Enhance grants management systems, documentation, technology, automation, and AI-enabled tools.

• Clarify cross-functional roles, decision rights, handoffs, and escalation processes.

• Lead and mentor staff who handle grants management responsibilities throughout the organization.

• Act as RTSL's senior internal resource on grants management, advising leadership and teams.

• Provide guidance, tools, and training to enhance grant management capabilities.


⛳️ Requirements

• A minimum of 12 years of progressively responsible experience in grants, award, or portfolio management.

• Preferred experience in global health, international development, humanitarian assistance, or other complex donor-funded settings.

• Extensive experience managing the entire lifecycle of large and intricate donor awards.

• Significant experience in managing subgrants or subawards to implementing partners.

• Strong background working with major institutional and philanthropic donors.

• Proven experience in developing and refining organization-wide grants management policies, processes, systems, and controls.

• Experience in managing and cultivating grants management professionals.

• Familiarity with working across program, finance, legal, development, operations, and country teams in a matrixed organization.

• Experience in overseeing complex international portfolios that span multiple countries, partners, donors, and funding streams.

• Experience advising senior leadership on significant grant risks and portfolio-level decisions.

• Comprehensive knowledge of grants management throughout the full award and subaward lifecycle.

• Understanding of donor compliance, restricted funding, grant budgets, financial monitoring, reporting obligations, and fiduciary risk.

• Knowledge of risk-based subrecipient management.

• Strong strategic and systems thinking abilities.

• Excellent project and portfolio management capabilities.

• Strong analytical abilities.

• Exceptional written and verbal communication, facilitation, negotiation, and relationship management skills.

• Proficiency in using grants management, financial, project management, and reporting platforms.

• Ability to collaborate across cultures, functions, and geographies in a remote and globally distributed organization.

• Bachelor's degree in international development, public health, business or public administration, finance, nonprofit management, or a related field is required.

• Professional proficiency in French or another language relevant to RTSL's country portfolio is a plus.
