📋 Description

• Lead the development, design, strategy, and ongoing enhancement of programs.

• Convert strategic goals, governmental priorities, and ecosystem requirements into impactful program models.

• Identify and pursue new opportunities for program creation, partnerships, and funding strategies.

• Ensure that programs have well-defined objectives and quantifiable outcomes.

• Establish standards, processes, and governance frameworks for program development.

• Transform evaluation results into practical recommendations for program design and strategic choices.

• Provide strategic leadership for the evaluation function.

• Create and manage evaluation frameworks that assess program performance, outcomes, impacts, and return on investment.

• Formulate program frameworks, theories of change, logic models, implementation plans, and performance expectations.

• Conduct economic impact assessments focused on growth, productivity, commercialization, talent outcomes, and ecosystem benefits.

• Supervise impact reports, performance dashboards, and evidence-based narratives for executives, Board members, government partners, and stakeholders.

• Strengthen organizational capacity to leverage data and evidence for continuous improvement.

• Monitor the performance and strategic alignment of the entire program portfolio.

• Lead and nurture a multidisciplinary team dedicated to program development, evaluation, and economic impact analysis.

• Set priorities, operational plans, and performance objectives.

• Encourage collaboration among program, evaluation, policy, and operational teams.

• Cultivate a culture of evidence-based decision-making, innovation, and ongoing improvement.

⛳️ Requirements

• A degree in Economics, Business, Public Policy, Statistics, Evaluation, or a related discipline.

• A graduate degree or equivalent experience is a plus.

• At least 10 years of progressive experience in program development, strategy, evaluation, performance measurement, and economic impact.

• Experience ideally within research, innovation, or economic development sectors.

• Demonstrated ability in designing, developing, and enhancing programs.

• Proficiency in translating evidence, data, and analysis into strategic recommendations and decisions.

• Strong grasp of program evaluation, performance measurement, economic impact assessment, and the Canadian research and innovation landscape.

• Proven track record in managing complex program portfolios while balancing strategic priorities, resources, performance, and impact.

• Excellent analytical, strategic thinking, problem-solving, and project management skills.

• Outstanding communication and presentation abilities.

• Capability to simplify complex analyses into clear, actionable insights for senior leaders and stakeholders.

• Proficiency in written and spoken English is essential.

• Bilingualism (English/French) is a valuable asset.

• Lived experiences or perspectives aligned with Indigenous worldviews are considered significant advantages.
