This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Oversee the management and expansion of the State Chief Data Officers (CDO) Network.
• Offer strategic guidance and thorough program supervision for a premier Digital Government Network community of practice.
• Act as a reliable connector within the Beeck Center ecosystem.
• Encourage collaboration between the Digital Government Network and functions related to research, training, and technical assistance.
• Contribute to the strategic advancement and operational oversight of the Digital Government Network.
• Assist in network growth, program innovation, and the identification of opportunities to enhance member value and long-term impact.
• Serve as the main point of contact for State Chief Data Officers, senior government officials, philanthropic partners, and ecosystem stakeholders.
• Work in conjunction with Research, Training + Technical Assistance, Communications, and Operations teams.
• Manage or mentor staff, contractors, or Student Analysts.
• Report to a Senior Director within the Digital Government Network.
• Bachelor's degree and 5-7 years of pertinent leadership experience, emphasizing program management, capacity building, community development, or network facilitation; relevant work experience may substitute for required education on a year-for-year basis.
• Experience within state, federal, or local government agencies in an enterprise-level data office, digital service team, or IT governance structure.
• Proven experience in establishing, directing, and growing multi-stakeholder peer-learning networks, professional associations, or collaborative public sector groups.
• Extensive knowledge of public sector data landscapes, data governance, data management, emerging government technology, or digital service delivery frameworks.
• Outstanding relationship management and interpersonal skills, with a record of serving as a trusted advisor to executive-level data leaders and government practitioners.
• Familiarity with commonly used data analytics tools such as SQL, Python, and Tableau, along with cloud data infrastructure and data management vendors.
• Superior oral and written communication skills, including the ability to design meeting agendas, facilitate high-stakes group discussions, author data publications, and create program documentation.
• Strong project management capabilities and experience utilizing Asana, Slack, Airtable, SugarCRM/Salesforce, and Google Workspace in a matrixed or distributed setting.
• Experience in managing or mentoring team members, contractors, or student analysts.
• Preferred: Master's degree in Public Policy or a related field, focusing on data.
• Preferred: Experience in scaling or expanding professional networks, assessing member engagement metrics, and implementing programming innovations.
• Preferred: Knowledge of human-centered design, agile project management, or public sector equity practices.
