This is a fully remote position, open to applicants in Illinois, +4 more states.
• The Delivery Manager is accountable for the execution of programs at the portfolio level and oversees the financial performance, operational execution, and strategic success of a designated portfolio within the Business Unit.
• This position is responsible for the Software Development Life Cycle (SDLC), managing change requests, maintaining a strong awareness of risks, and driving mitigation strategies.
• Acting as a central point of contact, the Delivery Manager fosters robust relationships with stakeholders, provides timely internal reporting, and escalates risks as necessary to safeguard portfolio performance.
• Consolidate and communicate financial and budgetary information for all active projects within the Business Unit, offering weekly updates on budget progression and monthly reports.
• Identify, communicate, and aid in the mitigation of financial and operational risks, escalating significant risks to the Business Unit.
• Lead the execution of change requests, projects, and urgent matters to adhere to established timelines, collaborating with development teams to eliminate obstacles and sustain momentum on revenue-impacting tasks.
• Cultivate strong customer relationships, acting as the primary contact for customer product owners (CSMs) and ensuring prompt resolution of issues, change requests, and inquiries across assigned jurisdictions.
• Serve as an escalation point for customer-related issues and change requests, tracking each open item to resolution with regular status updates.
• Ensure complete, accurate, and up-to-date visibility of the portfolio (status, health, risks, milestones, and resource usage) and produce consolidated reports to aid leadership in prioritization and decision-making.
• Oversee implementations from kickoff through deployment in collaboration with the PMO, maintaining proactive communication with matrixed stakeholders.
• Provide lateral leadership by coordinating daily activities and recurring meetings, supporting new-hire onboarding, mentoring junior team members through collaboration and feedback, and fostering a culture of accountability, engagement, and continuous improvement.
• Promote data-driven decision-making throughout the delivery process, utilizing performance metrics and risk indicators to assess when work is ready to advance or scale.
• Exemplify and uphold Neumo’s Code of Conduct and core values in all interactions, decisions, and business practices.
• Bachelor’s degree in business, information technology, project management, or a related field, or an equivalent combination of education and experience.
• A minimum of three (3) years of experience in delivery management, project or program management, or portfolio coordination, ideally in a SaaS or technology context.
• Experience supporting state and local government or other public-sector clients is highly preferred.
• Proven experience in coordinating cross-functional teams, including development, product, customer success, tech operations, and sales in a matrixed environment.
• Demonstrated capability in managing budgets, financial tracking, and reporting on revenue and margins.
• Familiarity with project and portfolio management methodologies, change-request processes, and implementation life cycles.
• Proficiency in project management, collaboration, and reporting software (e.g., issue-tracking and portfolio-management tools such as Jira, Confluence, and Salesforce).
• Knowledge of and experience with Agile Scrum methodology within the software development life cycle (SDLC).
• Strong financial and analytical abilities, with a talent for consolidating data and clearly and accurately communicating variances.
• Excellent written and verbal communication skills, including the preparation and delivery of executive-level reports and presentations.
• Proven ability to identify, evaluate, and mitigate risks, exercising sound judgment on escalation procedures.
• Strong organizational and time-management skills, capable of juggling multiple competing priorities and meeting deadlines.
• Effective lateral leadership and facilitation skills; able to influence, coordinate, and promote accountability without direct authority.
• Customer-focused relationship management skills, with the ability to build trust and professionally handle escalations.
• Collaborative, detail-oriented, and adaptable, with a commitment to continuous improvement and operational discipline.
• Ability to coordinate dependencies, highlight risks, and foster alignment among teams.
• Engineering fluency — capable of engaging in technical discussions, asking insightful questions, and constructively challenging feasibility claims.
• Comfortable evaluating delivery based on outcome validation rather than velocity proxies, maintaining the discipline to uphold data-driven decisions.
