📋 Description

• The Delivery Manager is accountable for program-level execution within a designated portfolio, overseeing the financial performance, operational execution, and strategic success of the assigned portfolio in the Business Unit.

• This position is responsible for the Software Development Life Cycle (SDLC), managing change requests, maintaining a strong awareness of risks, and implementing effective mitigation strategies.

• Acting as a vital liaison, the Delivery Manager fosters strong relationships with stakeholders, ensures timely internal reporting, and escalates risks as necessary to safeguard portfolio performance.

• Consolidate and disseminate financial and budget data across all ongoing initiatives within the Business Unit, providing weekly updates on budget progress and monthly reports.

• Identify, communicate, and assist in the mitigation of financial and operational risks, elevating significant risks to the Business Unit.

• Propel the implementation of change requests, projects, and urgent tasks to adhere to established timelines, collaborating with development teams to eliminate barriers and sustain momentum on revenue-impacting initiatives.

• Cultivate strong customer relationships, acting as the primary contact for customer product owners (CSMs) and ensuring prompt resolutions for issues, change requests, and inquiries across assigned jurisdictions.

• Serve as an escalation point for customer-related issues and change requests, ensuring each item is tracked to resolution with regular status updates.

• Ensure complete, accurate, and up-to-date visibility of the portfolio (status, health, risks, milestones, and resource utilization) and produce consolidated reports to aid leadership in prioritization and decision-making.

• Coordinate implementations from kickoff to deployment in collaboration with the PMO, maintaining proactive communication with all matrixed stakeholders.

• Provide lateral leadership by facilitating daily coordination and recurring meetings, supporting the onboarding of new hires, coaching junior team members through pairing and feedback, and promoting a culture of accountability, engagement, and continuous improvement.

• Drive data-informed decisions throughout the delivery process, utilizing performance metrics and risk indicators to evaluate when work is prepared to advance or scale.

• Uphold and exemplify Neumo’s Code of Conduct and core values in all interactions, decisions, and business practices.

• Execute other duties as assigned.


⛳️ Requirements

• Bachelor’s degree in business, information technology, project management, or a related field, or an equivalent combination of education and experience.

• A minimum of three (3) years of experience in delivery management, project or program management, or portfolio coordination, ideally in a SaaS or technology environment.

• Experience working with state and local government or other public-sector clients is highly preferred.

• Proven experience in coordinating cross-functional teams, including development, product, customer success, tech operations, and sales, within a matrixed environment.

• Demonstrated competency in managing budgets, financial tracking, and revenue and margin reporting.

• Familiarity with project and portfolio management methodologies, change-request processes, and implementation life cycles.

• Proficient in project management, collaboration, and reporting software (e.g., issue-tracking and portfolio-management tools such as Jira, Confluence, and Salesforce).

• Knowledge of and experience with Agile Scrum methodology within the software development life cycle (SDLC).

• Strong financial and analytical skills, with the capacity to consolidate data and communicate variances effectively and accurately.

• Exceptional written and verbal communication skills, including the ability to prepare and present executive-level reports and briefings.

• Proven capability to identify, assess, and mitigate risks, exercising sound judgment on when and how to escalate issues.

• Excellent organizational and time-management skills, with the ability to manage multiple competing priorities and meet deadlines.

• Effective lateral leadership and facilitation skills; able to influence, coordinate, and drive accountability without direct authority.

• Customer-focused relationship management skills, with the ability to build trust and professionally handle escalations.

• Collaborative, detail-oriented, and adaptable, committed to continuous improvement and operational discipline.

• Ability to coordinate dependencies, identify risks, and promote alignment among teams.

• Engineering fluency — capable of engaging in technical discussions, asking insightful questions, and constructively challenging feasibility claims.

• Comfortable measuring delivery by outcome validation rather than relying on velocity proxies, with the discipline to maintain data-driven decision-making.
