This is a fully remote position, open to applicants in Illinois, +4 more states.
• The Delivery Manager is accountable for the execution of programs within an assigned portfolio and oversees its financial performance, operational execution, and strategic success within the Business Unit.
• This position takes ownership of the Software Development Life Cycle (SDLC), manages change requests, and maintains a strong awareness of risks while driving mitigation strategies.
• Acting as a crucial liaison, the Delivery Manager fosters strong relationships with stakeholders, ensures timely internal reporting, and escalates risks as necessary to safeguard portfolio performance.
• Compile and communicate financial and budgetary information across all ongoing projects within the Business Unit, providing weekly updates on budget progress and monthly reports.
• Identify, communicate, and assist in the mitigation of financial and operational risks, elevating significant risks to the Business Unit.
• Implement change requests, manage projects, and address urgent items to adhere to established timelines, collaborating with development teams to eliminate blockers and sustain progress on revenue-impacting initiatives.
• Maintain robust customer relationships, serving as the primary contact for customer product owners (CSMs) and ensuring timely resolution of issues, change requests, and inquiries across designated jurisdictions.
• Act as an escalation point for customer-related issues and change requests, tracking each outstanding item to resolution with regular status updates.
• Ensure complete, accurate, and current visibility of the portfolio (including status, health, risks, milestones, and resource utilization) and generate consolidated reports to aid leadership in prioritization and decision-making.
• Coordinate implementations from initiation through deployment in collaboration with the PMO, ensuring proactive communication among matrixed stakeholders.
• Provide lateral leadership by facilitating daily coordination and recurring meetings, supporting new-hire onboarding, mentoring junior team members through pairing and feedback, and promoting a culture of accountability, engagement, and continuous improvement.
• Foster data-driven decision-making throughout delivery by leveraging performance metrics and risk indicators to assess the readiness for progress or scaling of work.

• A Bachelor’s degree in business, information technology, project management, or a related field, or an equivalent combination of education and experience.
• A minimum of three (3) years of experience in delivery management, project or program management, or portfolio coordination, ideally within a SaaS or technology context.
• Prior experience supporting state and local government or other public-sector clients is highly preferred.
• Experience in coordinating cross-functional teams, including development, product, customer success, tech operations, and sales, in a matrixed environment.
• Proven experience in managing budgets, financial tracking, and reporting on revenue and margins.
• Familiarity with project and portfolio management methodologies, change-request processes, and implementation life cycles.
• Proficient in project management, collaboration, and reporting tools (e.g., issue-tracking and portfolio-management software like Jira, Confluence, and SalesForce).
• Knowledge of and experience with Agile Scrum methodology within the software development life cycle (SDLC).
• Strong financial and analytical capabilities, with the ability to consolidate data and communicate variances clearly and accurately.
• Excellent written and verbal communication skills, including the ability to prepare and deliver executive-level reports and presentations.
• Demonstrated ability to identify, assess, and mitigate risks, with sound judgment regarding escalation timing and methods.
• Strong organizational and time-management skills, capable of managing multiple competing priorities while meeting deadlines.
• Effective lateral leadership and facilitation skills; able to influence, coordinate, and drive accountability without direct authority.
• Customer-focused relationship management skills, with the ability to build trust and professionally handle escalations.
• Collaborative, detail-oriented, and adaptable, with a commitment to continuous improvement and operational discipline.
• Ability to coordinate dependencies, identify risks, and achieve alignment across teams.
• Engineering fluency — able to follow technical discussions, pose insightful questions, and constructively challenge feasibility assertions.
• Comfort with measuring delivery through outcome validation rather than velocity proxies, demonstrating the discipline to adhere to data-driven decisions.
