This is a fully remote position, open to applicants in Virginia.
• Take the lead on Price-to-Win analysis by creating tailored pricing models, formulating simulations for competitor bidding strategies, and providing validated recommendations to executive and capture leadership.
• Execute Black Hat analyses and conduct in-depth competitor profiling utilizing SEC filings, USASpending, FPDS, wrap rate benchmarks, DACIS, BGOV, GovWin, and historical award information.
• Utilize principles of behavioral economics and game theory to understand the psychological factors influencing competitor pricing decisions.
• Create ghosting strategies and customer shaping initiatives to sway requirements and evaluation criteria prior to the release of RFPs.
• Conduct sophisticated quantitative modeling, which includes regression analysis, Monte Carlo simulations, and scenario-based war-gaming.
• Consolidate competitive intelligence into executive briefings and win themes that inform bid/no-bid and pricing decisions.
• Ensure adherence to FAR/DFAR, TINA, CAS, and GAAP standards while maintaining documentation that is ready for audits by DCMA/DCAA estimating system reviews.
• A bachelor's degree and a minimum of fifteen (15) years of relevant experience; a master's degree with thirteen (13) years or more of experience; or a PhD or JD with a minimum of ten (10) years of experience.
• Over 10 years of practical experience in Price-to-Win, competitive intelligence, cost estimating, or capture strategy within the defense/government contracting sector.
• A personally verifiable record of Price-to-Win accuracy on active competitive pursuits.
• Proven history of winning across programs ranging from $10M to over $10B with both DoD and civilian agency clients.
• Advanced Excel skills, including proficiency in macros, regression, pivot tables, and Monte Carlo techniques.
• Familiarity with Galorath SEER and DCAA ICE modeling.
• Strong briefing and communication abilities at the executive level; capacity to present and defend complex analyses to senior leadership.
• Working knowledge of FAR/DFAR, TINA, CAS, GAAP, and compliance requirements for government estimating systems.
• In-depth understanding of U.S. Government competitors, their market positioning, investment areas, capabilities, differentiators, program portfolios, bidding tendencies, contract vehicle utilization, capture strategies, and partnership ecosystems.
• An active Secret clearance is required; TS/SCI clearance is preferred.
• An MBA or an advanced degree in Business, Finance, or Economics is preferred.
