DBA, Bulk Data Management Engineer

This is a fully remote position, open to applicants in Romania.

📋 Description

• Take full responsibility for all databases that support the multi-site telecom services platform, including core BSS/OSS/NOC modules and PostgreSQL application stores.

• Manage interfaces to vendor-operated databases within HSS, OCS, PCRF, and SMSC nodes.

• Ensure that mediation pipelines transferring network data into necessary systems are dependable, complete, and adhere to clear data-handling policies.

• Develop backup, restoration, and disaster recovery frameworks for BSS and network-layer PostgreSQL clusters.

• Enhance performance through index strategies, query optimization, table partitioning, and vacuum scheduling.

• Create bulk data pipelines for imports, exports, migrations, and scheduled purges of subscriber CDRs and event records.

• Design and enforce policies for data handling, retention, archival, and compliance.

• Develop database monitoring dashboards and alerts for replication delays, lock contention, query performance, and disk saturation.

• Create installation and upgrade documentation for PostgreSQL instances.

• Establish cross-platform data integration between BSS mediation and network-element databases.

• Provide guidance to BSS and Workflow engineering teams regarding schema and data architecture.

• Implement roles, privileges, row-level security, and audit logging across various database tiers.

• Maintain runbooks and a knowledge base for database operations, disaster recovery, and incident response.

• Act as the senior individual contributor and primary expert on database subjects across the BSS and NOC stack.

⛳️ Requirements

• Extensive hands-on experience with PostgreSQL administration, including installation, configuration, replication (logical/streaming), upgrades, and vacuum tuning.

• Documented experience in backup and restore processes, including pg_dump, pg_basebackup, WAL archiving, point-in-time recovery, and disaster recovery testing.

• Proficient in query performance analysis utilizing EXPLAIN/ANALYZE, index design (B-Tree, partial, composite), and schema-level optimization.

• Skilled in bulk data operations such as large COPY/INSERT loads, logical replication for live migrations, and automated purge/archival pipelines.

• Knowledgeable in data governance, including the design and documentation of retention, archival, masking, and access-control policies.

• Proficient in scripting with Python or Bash for the automation of backup tasks, health-check scripts, and bulk-load utilities.

• Familiar with containerized database deployments using Docker or Kubernetes.

• Experienced in monitoring by setting up Prometheus postgres_exporter and building Grafana dashboards for database KPIs.

• Knowledgeable in high-availability patterns, including replication failover, connection pooling (PgBouncer / Pgpool), and read-replica routing.

• Capable of working independently on multiple concurrent projects within a distributed, async-first team.

• Experienced in multi-datacenter replication and active-passive failover across geographically distributed clusters.

• Familiarity with telecoms BSS/OSS platforms such as billing, subscription management, or mediation systems.

• Knowledge of network-element databases: HSS (HLR), OCS, PCRF, SMSC, or PGW data models.

• Experience with data compliance, particularly with GDPR subscriber data and CDR retention regulations in EU jurisdictions.

• Exposure to mediation layer data formats like ASN.1, IPDR, and Diameter AVPs.

• Experienced in BI or reporting extracts from operational BSS databases.
