DBA, Bulk Data Management Engineer

This is a fully remote position, open to applicants in Finland.

📋 Description

• Take responsibility for all databases that support Webbing's multi-site telecom services platform, including essential BSS/OSS/NOC modules and PostgreSQL application stores.

• Manage connections to vendor-operated databases within HSS, OCS, PCRF, and SMSC network nodes.

• Ensure that mediation pipelines consistently and accurately transfer network data into the necessary systems.

• Develop comprehensive backup, restoration, and disaster-recovery frameworks for BSS and network-layer PostgreSQL clusters.

• Create roadmaps for performance optimization that encompass indexing, query tuning, partitioning, and vacuum schedules.

• Construct bulk data pipelines for the import, export, migration, and scheduled purging of subscriber CDRs and event records.

• Design and enforce data management, retention, archival, and compliance policies that adhere to GDPR, operator SLAs, and internal requirements.

• Establish database monitoring dashboards and alerts for replication delays, lock contention, query performance, and disk usage using Prometheus and Grafana exporters.

• Develop installation and upgrade procedures for PostgreSQL instances.

• Create cross-platform data integration solutions between BSS mediation and network-element databases, including HSS, OCS, PCRF, SMSC, and PGW.

• Provide guidance to BSS and Workflow engineering teams regarding schema evaluations and data architecture.

• Set up database access controls, including roles, privileges, row-level security, and audit logging.

• Maintain runbooks and knowledge bases related to database operations, disaster recovery, and incident response.

• Act as the senior individual contributor and primary database expert throughout the BSS and NOC stack.

⛳️ Requirements

• Extensive hands-on experience with PostgreSQL administration: installation, configuration, replication (logical/streaming), upgrades, and vacuum tuning.

• Demonstrated experience in backup and restore processes: pg_dump, pg_basebackup, WAL archiving, point-in-time recovery, and disaster recovery testing.

• Proficient in query performance evaluation: EXPLAIN/ANALYZE, index design (B-Tree, partial, composite), and schema-level optimization.

• Capable of executing bulk data operations: large COPY/INSERT loads, logical replication for live migrations, and automated purge/archival pipelines.

• Knowledgeable in data governance: designing and documenting retention, archival, masking, and access control policies.

• Proficient in scripting with Python or Bash for automating backup jobs, health-check scripts, and bulk-load utilities.

• Familiar with containerized database deployments (Docker / Kubernetes).

• Experienced in monitoring: setting up Prometheus postgres_exporter, and building Grafana dashboards for database KPIs.

• Knowledge of high-availability patterns: replication failover, connection pooling (PgBouncer / Pgpool), and read-replica routing.

• Ability to operate independently across multiple concurrent projects in a distributed, asynchronous team environment.

• Experience with multi-datacenter replication and active-passive failover between geographically dispersed clusters.

• Background in telecom BSS/OSS platforms (billing, subscription management, or mediation systems).

• Familiarity with network-element databases: HSS (HLR), OCS, PCRF, SMSC, or PGW data models.

• Understanding of data compliance (GDPR subscriber data, CDR retention regulations in EU jurisdictions).

• Exposure to mediation layer data formats (ASN.1, IPDR, Diameter AVPs).

• Experience with BI or reporting extracts from operational BSS databases.
