This is a fully remote position, open to applicants in United States.
• Act as the main contract representative and ensure that execution aligns with strategic objectives.
• Supervise daily operational activities for the CMM Data Modernization and Governance initiative.
• Direct daily operations for CMM data platforms, pipelines, integrations, applications, analytics environments, and data products.
• Develop and manage protocols for monitoring, incident response, problem management, service requests, maintenance, and releases.
• Track platform availability, performance, capacity, and pipeline health in accordance with SLAs.
• Address critical incidents and conduct root cause analyses.
• Coordinate production support among cloud, data engineering, application, BI/analytics, cybersecurity, and infrastructure teams.
• Maintain runbooks, knowledge articles, escalation paths, and system documentation.
• Manage RAID logs and carry out risk identification, communication, and mitigation.
• Oversee ETL/ELT pipelines, APIs, CDC processes, integrations, data lakes, and warehouses.
• Resolve pipeline failures and data quality concerns.
• Provide support for AWS cloud data platforms, including analytics and AI/ML services.
• Coordinate upgrades, patches, and management of environments.
• Assist with capacity planning, performance tuning, resilience, backup/recovery, and disaster recovery efforts.
• Collaborate with Data Governance and Data Engineering to implement data quality rules, metadata, lineage, and stewardship processes.
• Monitor and address data quality exceptions, operational risks, and audit findings.
• Advocate for automation in monitoring, deployments, testing, incident response, and operational reporting.
• Support CI/CD, IaC, observability, and SRE best practices.
• Create dashboards and metrics for availability, performance, pipeline health, data quality, and incident trends.
• Identify opportunities for reliability and efficiency enhancements.
• Manage incident resolution for high-priority issues, coordinate escalations, and lead post-incident reviews.
• Facilitate change and release management while assessing the operational impacts of changes.
• Lead Data Operations personnel, prioritize tasks, ensure objectives are achieved, and mentor team members.
• Continuously enhance the CMM Data Operations operating model.
• Deliver transparent reporting on progress, risks, financials, and outcomes.
• Provide COR and government leadership with analysis, research, alternatives, and recommendations for solutions/designs.
• Support the Case Management Modernization program’s cloud-based solution for 204+ federal courts throughout the United States.
• Over 10 years of relevant experience.
• More than 10 years’ experience in IT Management, focusing on technology solutions delivery, particularly in data governance strategy, standards development, implementation, operational support, and change management services.
• A Bachelor’s degree from an accredited institution is required for the Task Lead role.
• Project Management Professional Certification (PMP) is mandatory for the Program Manager position.
• Proven expertise in managing teams focused on big data cloud solution architecture, cybersecurity, data management, business intelligence, and analytics.
• Experience in briefing senior executive leadership.
• Background in operating or supporting master data management (MDM) platforms or enterprise data governance tools.
• Knowledge of data governance frameworks such as DAMA-DMBOK.
• Understanding of regulatory and compliance issues related to data privacy and security.
• ITIL Foundation certification or equivalent experience with IT service management practices.
• Experience with large-scale data platform migrations or modernization initiatives.
• Familiarity with scripting or automation tools, such as Python or PowerShell.
• Experience with data observability or monitoring platforms like Monte Carlo, Collibra, or Informatica.
• No security clearance is required.
• U.S. citizenship is not a prerequisite.
