Contracts & Finance Manager

This is a fully remote position, open to applicants in United States.

📋 Description

• Manage contract administration, financial oversight, forecasting, and federal pricing for the organization’s prime contracts and subcontracts that support federal healthcare and IT initiatives.

• Report directly to the Chief Operating Officer while collaborating with the CEO, COO, Project Managers, Accounting, Human Resources, Recruiting, and Proposal/Business Development teams.

• Ensure all prime contracts and subcontracts are organized and accurately documented.

• Monitor performance periods, option periods, funding limits, CLINs, labor categories, and contractual obligations.

• Review, track, and implement contract modifications as necessary.

• Maintain a comprehensive company-wide contract calendar that includes expiration dates, option exercises, funding requirements, reporting deadlines, and other significant dates.

• Collaborate with Project Managers regarding contract actions and client requirements.

• Oversee funding and burn rates, addressing ceiling or funding issues proactively.

• Assist with contract closeouts, compliance documentation, subcontract administration, and review of subcontractor invoices.

• Act as the internal expert on FAR and DFARS regulations.

• Partner with the Accounting Manager for monthly close processes, as well as handling accounts payable and receivable.

• Support the payroll processing and reconciliation efforts.

• Generate monthly profit and loss statements, balance sheets, and cash flow reports.

• Collaborate with external CPA and accounting partners.

• Uphold accounting controls and ensure compliance with government contract accounting standards.

• Prepare and oversee the annual budget along with rolling revenue and cash flow forecasts.

• Forecast revenue per contract, monitor gross margin and profitability by contract, and evaluate indirect rate performance.

• Create monthly financial and contract dashboards for leadership review.

• Identify adverse trends, funding issues, and margin declines.

• Lead or significantly contribute to pricing for proposals, task orders, modifications, and recompetes.

• Develop labor rate and compensation models, indirect rates, escalation, and fee assumptions.

• Take ownership or significantly contribute to cost and price volumes.

• Analyze solicitations for contractual, pricing, and compliance mandates.

• Document processes related to contracts, finance, and pricing.

⛳️ Requirements

• Bachelor’s degree in accounting, finance, or business, or a relevant combination of education and experience.

• 8 to 15 years of pertinent experience in federal contracting, government contract accounting, or similar military roles.

• Proven experience in federal contract administration and government contract accounting.

• Experience overseeing federal funding, budgets, and contract actions throughout the acquisition lifecycle, acquired in either military or civilian capacities.

• Skilled in developing and monitoring indirect rates.

• Solid understanding of FAR and DFARS regulations.

• Familiarity with Costpoint, Unanet, or a similar government contract accounting system.

• Highly detail-oriented and organized, capable of managing multiple contract, reporting, and proposal deadlines.

• Background checks and drug tests are required prior to employment; some positions may also necessitate fingerprinting.
