Contracts and Procurement Manager

📋 Description

• Oversee the entire contract lifecycle, which includes preparation, review coordination, approvals, execution, renewals, amendments, and meticulous recordkeeping.

• Manage procurement processes in compliance with organizational policies alongside relevant federal, regulatory, and funding agency requirements.

• Facilitate RFPs, RFQs, competitive bidding, vendor assessments, selections, awards, and onboarding procedures.

• Provide guidance to teams regarding procurement strategies, thresholds, necessary approvals, and required documentation.

• Monitor contract terms, deliverables, payment obligations, renewals, amendments, and critical deadlines.

• Uphold standardized contract and procurement templates, records, procedures, and workflows.

• Collaborate with contract owners and vendors to address documentation, performance, and contractual concerns.

• Elevate contractual or procurement issues that necessitate legal, accounting, tax, or executive review.

• Maintain various registrations, including business, tax, foreign entity, and charitable registrations.

• Organize registrations, filings, insurance coverage, renewals, and certificates of insurance.

• Investigate federal regulations, Uniform Guidance, award prerequisites, and authoritative references.

• Keep abreast of regulatory and contractual modifications while effectively communicating requirements to stakeholders.

• Scrutinize contracts, purchase agreements, statements of work, and amendments focusing on payment terms, pricing, deliverables, renewals, and invoicing prerequisites.

• Collaborate with Accounts Payable to ensure alignment of payments and invoices with executed agreements.

• Investigate and rectify discrepancies between invoices, contractual terms, approvals, and documentation.

• Keep documentation linking contracts, amendments, approvals, deliverables, and invoices organized.

• Assist Accounts Payable with reconciliations and year-end processes.

• Identify opportunities to enhance controls, workflows, documentation, and operational efficiency.

• Create tools, templates, procedures, and reference resources.

• Offer support in contract, procurement, compliance, and Finance operations as required.


⛳️ Requirements

• A Bachelor’s degree in business administration, finance, accounting, contract management, procurement, or a related discipline; or a suitable combination of education and relevant professional experience.

• Three to five years of experience in contract administration, procurement, finance operations, or a related area.

• Proven experience in managing contracts, competitive bids, RFPs, vendors, and related documentation.

• Solid working knowledge of accounts payable, business registrations, insurance administration, and fundamental accounting principles.

• Experience in researching and interpreting contractual, regulatory, or federal obligations.

• Familiarity with federal procurement standards, Uniform Guidance, or federally funded initiatives is preferred.

• Exceptional analytical, research, negotiation, written communication, and problem-solving abilities.

• Strong organizational capabilities with the capacity to manage multiple priorities and deadlines effectively.

• Competence in interpreting financial, technical, regulatory, and contractual requirements and conveying them clearly to stakeholders.

• Sound judgment in recognizing when issues should be escalated to legal counsel, accounting or tax professionals, management, or executive leadership.

• Ability to operate independently and collaboratively while responsibly managing confidential information.

• Willingness to travel to various states as necessary.

• Proficiency in effective communication with individuals/groups in diverse settings.

• Capability to utilize both existing and emerging technology effectively.

• Ability to carry moderately heavy objects weighing up to 25 pounds.
