This is a fully remote position, open to applicants in United States.
• Act as the technical expert in procurement contracting for Global Procurement.
• Lead the formulation, assessment, and negotiation of intricate, high-value, high-risk, and strategic procurement agreements.
• Collaborate with requestors, procurement teams, and technical stakeholders to establish scopes of work, deliverables, performance standards, and contractual obligations.
• Provide advice on contract structures, risk distribution, service levels, warranties, insurance, indemnities, liability, intellectual property, data protection, remedies, and termination rights.
• Assist with complex procurement initiatives by reviewing solicitation documents, evaluation criteria, negotiation tactics, award documentation, contract modifications, and dispute resolution.
• Serve as the technical escalation point for intricate contractual issues and liaise with the Office of General Counsel.
• Ensure contracts comply with CRS policies, procedures, donor requirements, applicable laws, and organizational approvals.
• Collaborate with OGC, GRC, Finance, Safeguarding, GKIM, and other departments on legal, compliance, and risk-related matters.
• Track changes in donor, regulatory, and organizational requirements.
• Create and enhance contracting templates, clause libraries, playbooks, decision tools, and review guidelines.
• Assess contractual risks, disputes, exceptions, audit results, and implementation challenges to identify systemic enhancements.
• Provide training, guidance, coaching, and practical resources on contract development, negotiation, risk management, and contract administration.
• Foster contracting proficiency among procurement personnel, program teams, budget holders, and stakeholders.
• Advocate for awareness of contractual responsibilities, accountability, and contract management practices.
• Bachelor's degree in law, Business Administration, Supply Chain Management, Public Administration, International Development, or a related field; equivalent relevant experience may be accepted.
• At least 8 years of progressively responsible experience in contract management, commercial contracting, procurement contracting, legal advisory support, supply chain management, or a related area.
• Experience working collaboratively with legal counsel, risk and compliance teams, technical experts, and operational stakeholders.
• Proven experience in drafting, reviewing, negotiating, administering, and finalizing complex, high-value, or high-risk contracts for goods and services.
• Capability to identify, articulate, and mitigate complex contractual and compliance risks.
• Proficiency in interpreting donor, regulatory, policy, and contractual requirements and translating them into actionable guidance and contract stipulations.
• Exceptional analytical abilities and sound judgment.
• Strong skills in facilitation, consultation, and stakeholder management.
• Excellent written and verbal communication capabilities.
• Ability to influence without direct authority and act as a technical advisor.
• Proficient in using MS Word, Excel, PowerPoint, and other platforms.
• Fluent in written and spoken English.
• Willingness and ability to travel up to 10% of the time.
• Legal authorization to work in the location where the position is based.
