📋 Description

• Lead contract management efforts for Federal business operations, ensuring project compliance and effective subcontractor management.

• Relay compliance requirements, updates on the Performance Work Statement (PWS), contract modifications, and deliverable processes to team members.

• Provide guidance to Program Managers and C-suite executives regarding Federal contract terms and associated requirements.

• Evaluate, proofread, process, track, and route modifications and documents related to client and Federal contracts for signature and execution.

• Create, develop, and oversee Teaming Agreements and Subcontractor Agreements.

• Manage the onboarding process for subcontractors, including document collection, renewals, and contract administration.

• Enforce contractual obligations with business partners, subcontractors, and vendors.

• Assist in the preparation of Federal proposals, Requests for Information (RFIs), and Requests for Proposals (RFPs).

• Maintain and oversee the GSA 54151 HEAL Schedule, VHA Single Award Terminology Standards Support IDIQ, and OASIS+ WOSB contract vehicles.

• Manage the renewal of WOSB and WBE Federal corporation certificates.

• Supervise contracts department personnel, inclusive of timesheet approvals and annual performance reviews.

• Ensure the maintenance of contract documents, tracking deliverable due dates, modifications, technical actions, workflows, filing, archiving, and configuration management.

• Liaise with Federal customer contract and program offices, prime contractors, subcontractors, consultants, and vendors.

• Address contracting issues and assist Marketing with bids, proposals, NDAs, and reporting for teaming partners.

• Oversee Federal compliance with the Federal Acquisition Regulation (FAR), flow-down clauses, subcontracting documents, W-9s, and certificates of insurance.

• Draft subcontractor PWSs and define objectives and key results (OKRs).

• Develop and uphold Contracts Department work instructions that comply with PWS and Section 508 accessibility requirements.

• Prepare and manage NDAs for new hires, potential partners, and subcontractors.

• Supervise the contracts department and conduct weekly staff meetings.

• Carry out additional responsibilities and special projects as assigned.


⛳️ Requirements

• At least 15 years of experience working with the Federal Government in service delivery or contracting roles.

• A minimum of 15 years of contract management experience.

• Experience managing the full life cycle of Federal contracts, including Fixed Price (FFP), Time and Materials (T&M), and Indefinite Delivery Indefinite Quantity (IDIQ) contracts.

• Extensive knowledge of Federal contract administration and compliance.

• Practical experience with Federal cost and pricing analysis, terms and conditions, and contract specifications.

• Familiarity with the FAR and DFAR, government contracting and subcontracting, small-business socioeconomic classifications, FAR provisions, and subcontracting plans.

• Understanding of government regulations that govern contract administration and their relevance to business practices.

• Background in contractual, program, and project management.

• Experience in supporting Healthcare IT proposal efforts, including contractual and technical aspects.

• Preference for candidates with experience in existing VA client offices.

• Proficient understanding of contract management terminology, practices, policies, and processes in accordance with CMBOK®.

• A bachelor's degree in law, contracts, business, accounting, finance, or a related field is required.

• An MBA or equivalent experience is required.

• PMP certification is preferred.

• NCMA certification, such as CFCM or similar, is a plus.

• Understanding of accounting principles related to budgeting, statements, and financial management.

• A minimum of 5 to 7 years of experience with Microsoft Office and MS Teams.

• Strong familiarity with Microsoft Office Suite, MS Teams, and the M365 environment.

• Exceptional organizational, analytical, communication, and problem-solving abilities.

• Capability to manage sensitive Federal customer information with confidentiality.

• Ability to multitask and handle multiple priorities in a professional manner.

• Self-motivated individual capable of collaborating with diverse personnel.

• Must reside in one of the designated hiring states: Arizona, Colorado, Florida, Georgia, Idaho, Illinois, Maryland, Michigan, Texas, South Carolina, Virginia, Wisconsin, or West Virginia.
