This is a fully remote position, open to applicants in United States.
• Operate autonomously with minimal oversight from the Government.
• Offer insights and recommendations for acquisition strategies, including methods, options, risks, competition, sources, costs, and milestone timelines.
• Investigate Government-wide contracts, available products and services, suppliers, and pricing.
• Assess methods and sources for OS services support.
• Aid in crafting Independent Government Cost Estimates based on previous purchases, current market trends, and similar agency acquisitions.
• Carry out market research and surveys to pinpoint potential sources and contract vehicles.
• Compile written documentation for market research.
• Assist in the preparation of acquisition package documents approved by the OA.
• Collaborate and communicate with program-office staff, SMEs, CORs, Contracting Specialists, and Contracting Officers throughout the acquisition process.
• Facilitate the creation of solicitations and amendments within the contract writing system.
• Upload documents into the electronic eFile system.
• Provide professional insights and business advice regarding procurement techniques and contract types.
• Aid in negotiations by documenting objectives and outcomes through Award Determination Memorandums.
• Assist in the generation of award documents, modifications, and supporting materials.
• Support the Contracting Officer by responding to data requests, offering status updates, participating in meetings and conference calls, and providing administrative support related to acquisitions.
• A Bachelor's degree from an accredited institution in fields such as accounting, business, finance, law, contracts, purchasing, economics, or management.
• At least eight (8) to ten (10) years of contracting experience serving Federal clients.
• Proficient, skilled, and knowledgeable in all facets of Federal Government acquisition, including requirements development, budgeting and acquisition planning, market research, and independent cost estimate development.
• Proven expertise in the complete range of contract actions, including solicitations, contract awards, modifications, negotiations, change incorporation, option exercises, price analysis, and contract issue resolution.
• Sound knowledge of Procurement Administrative Lead Time (PALT).
• Demonstrated expertise in supporting Federal-sector proposal evaluations, including price/cost and technical proposal analysis.
• Clear understanding of the Federal Acquisition Regulation (FAR).
• Strong negotiation and interpersonal skills.
• Experienced in using contract writing systems.
• Proven expertise in contract administration support services, including contractor performance review, contract modifications development, contract discrepancy investigation, and contract closeout.
• Demonstrated ability to create acquisition documents such as Determination and Findings, Market Research Reports, Pre- and Post-Negotiation Memoranda/Award Memoranda, Acquisition Plans, and Sole Source Justifications.
• Proficient in Microsoft Office Suite.
• Preferred: Master's degree in a related discipline.
• Preferred: Experience with the Unified Financial Management System (UFMS) contract writing system.
