This is a fully remote position, open to applicants in Indonesia.
β’ Analyze the primary Indonesian legal and regulatory frameworks pertinent to the management and utilization of red mud.
β’ Evaluate the applicability of existing regulations to the handling, storage, transport, testing, treatment, reprocessing, utilization, and site management of red mud.
β’ Identify legal and regulatory challenges that may impact the viability of red mud valorization and utilization strategies.
β’ Assess the roles of various institutions and the need for coordination among ministries, regulators, technical agencies, and subnational authorities.
β’ Pinpoint areas that need legal clarification, regulatory guidance, policy direction, or institutional collaboration.
β’ Compare the effects of the current regulatory framework with enhanced regulatory or policy strategies.
β’ Offer actionable recommendations for the overall business case and the implementation roadmap.
β’ Conduct desk research on Indonesian laws, regulations, policy documents, government guidelines, standards, and secondary literature.
β’ Engage in targeted stakeholder consultations with officials, technical experts, legal professionals, industry representatives, and pertinent institutions.
β’ Collaborate with IISD, IGF, TEKMIRA, and CORE Indonesia to ensure legal analysis aligns with technical, economic, environmental, and operational findings.
β’ Validate outcomes and incorporate feedback from IISD and other relevant stakeholders.
β’ Prepare a chapter in English of approximately 5β7 pages, excluding references or annexed legal tables.
β’ Report to the project lead at IISD and collaborate closely with IISD and IGF experts.
β’ Participate in coordination meetings, internal review discussions, and respond to reasonable requests for clarification or revision.
β’ Ensure confidentiality of draft outputs, stakeholder inputs, institutional positions, and internal project materials.
β’ Advanced degree in law, environmental law, natural resources law, mining law, energy law, public policy, or a related field.
β’ Proven knowledge of Indonesian legal and regulatory frameworks related to mining, mineral processing, environmental management, industrial waste, hazardous waste, or circular economy.
β’ Experience in legal and regulatory analysis, including regulatory impact assessments concerning natural resources, extractive industries, industrial residues, environmental permitting, or waste utilization.
β’ Familiarity with Indonesian institutional structures concerning mining, environment, industry, investment, and local governance.
β’ Capability to translate intricate legal matters into practical policy and implementation ramifications.
β’ Strong analytical and drafting abilities in English.
β’ Proficiency in Bahasa Indonesia.
β’ Capacity to collaborate effectively with technical, economic, environmental, and policy experts.
β’ Previous experience with government bodies, international organizations, research institutions, or donor-funded policy initiatives would be advantageous.
β’ Knowledge of red mud, alumina refining, tailings management, industrial by-product utilization, or critical minerals policy would be a significant advantage.
β’ Ability to operate within the project's timeline.
β’ Applications must be submitted in English.
β’ Consultancy engagement; the consultant is expected to provide a financial proposal including a daily rate and anticipated level of effort.
β’ Opportunity to contribute to an IISD business case that supports Indonesian government policies and regulations.
β’ Collaboration with IISD, IGF, TEKMIRA, CORE Indonesia, the British Embassy in Jakarta, and other relevant stakeholders.
