Consultancy Service – Digital Dashboard Development, Nature-Based Solutions

This is a fully remote position, open to applicants in Rwanda.

📋 Description

• Identify and validate the minimum viable product (MVP) requirements emphasizing public communication, educational initiatives, and learning outcomes.

• Create a public-facing MVP dashboard that showcases SUNCASA's nature-based solutions in Kigali.

• Display a select range of indicators using maps, charts, tables, visualizations, narratives, and explanatory text.

• Structure indicators around themes such as climate adaptation, biodiversity conservation, gender equality and social inclusion, and employment and economic opportunities.

• Utilize existing SUNCASA data along with chosen publicly accessible resources.

• Design and execute an accessible bilingual user experience that accommodates both English and Kinyarwanda content.

• Evaluate interoperability prospects with the Rwanda Forestry Authority’s Forest Management and Evaluation System (FMES).

• Establish an architecture that allows for future data exchange and integration with FMES without the need for complete integration at this phase.

• Minimize unnecessary duplication of FMES datasets, calculations, indicator definitions, and metadata structures wherever applicable.

• Employ simple, well-documented, and modular components that can be modified or expanded in subsequent phases.

• Collaborate with the Rwanda Forestry Authority, City of Kigali, SUNCASA project team, and IISD.

• Deliver technical documentation along with a brief handover to assist in maintenance and future development.

• Propose a strategy for interim hosting, maintenance, and transition to a future host organization.

⛳️ Requirements

• Demonstrated experience in developing web-based data dashboards or visual analytics tools.

• Experience in producing public-facing dashboards, data portals, or similar products that focus on communication, storytelling, or transparency.

• Strong skills in front-end development and data visualization.

• Capability to design and implement clear, accessible visualizations, including maps, charts, and tables, for audiences without technical backgrounds.

• Experience with geospatial and indicator-based data.

• Familiarity with fundamental GIS concepts and the integration of spatial and non-spatial datasets for visualization purposes.

• Ability to design lightweight, scalable technical architectures.

• Experience in building modular, well-documented MVPs or prototypes suitable for future scalability.

• Experience working alongside public sector or development organizations.

• Ability to operate within defined scopes and budgets while meeting agreed timelines.

• Proficiency in relevant programming languages and tools, such as JavaScript, Python, R, and common visualization libraries or frameworks.

• Capability to produce succinct technical documentation and facilitate a brief handover.

• Experience in environmental, forestry, natural resource management, or geospatial information systems is advantageous.

• Firms or individuals must have verifiable experience in delivering comparable MVP-level dashboards.

• All applications must be submitted in English.

• Submission of at least two references from previous related projects is required.
