This is a fully remote position, open to applicants in Virginia.
• Strategize, initiate, execute, and oversee communications, marketing, and organizational change management initiatives that support OIT.
• Create and manage communication strategies, branding, messaging, and outreach for the ACIO, OIT programs, services, initiatives, and related portals.
• Develop tailored communication plans and materials for specific audiences.
• Produce clear, engaging, and audience-appropriate content for both internal and external stakeholders.
• Create presentations, briefings, white papers, broadcast messages, announcements, and various other communication products.
• Assist with communications for OIT projects, programs, initiatives, and functional areas.
• Aid in the development, maintenance, and enhancement of OIT web portals and approved communication channels.
• Evaluate and enhance communication products for quality, clarity, consistency, accessibility, effectiveness, and customer satisfaction.
• Formulate and execute organizational change management plans to foster awareness, readiness, adoption, and sustained usage of IT systems, services, and processes.
• Develop engagement strategies for technology implementations, process modifications, modernization initiatives, and organizational transformations.
• Identify stakeholder groups and their communication needs; craft targeted change-related messaging and materials.
• Support training, awareness, readiness, and knowledge transfer activities.
• Monitor stakeholder feedback and adoption issues, recommending communications or engagement actions as necessary.
• Create and manage stakeholder and customer surveys; analyze feedback and suggest improvements.
• Facilitate meetings, stakeholder discussions, working sessions, and planning activities.
• Organize intricate information and devise action-oriented plans, artifacts, and deliverables.
• Coordinate stakeholder input and integrate feedback into communication strategies and improvement initiatives.
• Provide expertise and consultation on OIT communication strategies, plans, processes, and documentation.
• Suggest service enhancements and customer satisfaction initiatives.
• Assist with performance dashboards and metrics related to communications, engagement, and service delivery.
• Track communication activities, deliverables, milestones, risks, issues, and action items.
• Compile weekly status reports utilizing approved templates.
• Maintain documentation and records pertaining to communications.
• Adhere to project schedules, quality, performance, and reporting requirements.
• A minimum of four (4) years of experience in developing communications or marketing documentation, reports, manuals, presentations, and related materials for IT programs or projects.
• Experience in creating and executing communication strategies, plans, messaging, and stakeholder outreach activities.
• Exceptional written and verbal communication skills, with the ability to convey technical, program, and organizational information clearly to diverse audiences.
• Proven capability to produce training videos and conduct training sessions.
• Proficiency in Microsoft Office products, with experience in editing, formatting, proofreading, and rectifying documents and presentations.
• Ability to review and assess communication products for quality, clarity, accuracy, consistency, readability, and effectiveness.
• Strong command of English spelling, grammar, composition, and usage.
• Competence in facilitating meetings, coordinating stakeholder input, organizing complex information, and developing clear, action-oriented deliverables.
• Ability to create professional presentations, briefings, white papers, broadcast communications, and stakeholder-facing materials.
• Capacity to manage multiple priorities while adhering to project schedules, quality, performance, and reporting standards.
• U.S. Citizenship is required.
• Capability to obtain and maintain the necessary Government security clearance and/or suitability determination for the position.
• Must comply with all relevant federal contract requirements.
• Preferred: Experience supporting federal government agencies or federal programs.
• Preferred: Background in federal IT modernization, organizational change management, stakeholder engagement, or technology adoption initiatives.
• Preferred: Experience working with the U.S. Department of the Interior (DOI) and/or Indian Affairs (IA).
• Preferred: Experience in developing communications for enterprise IT services, programs, systems, or technology implementations.
• Preferred: Experience in creating stakeholder surveys, analyzing customer feedback, and supporting performance metrics or dashboards.
• Preferred: Active Government security clearance.
