This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Formulate and implement a comprehensive growth strategy across the Federal, State, and Commercial healthcare market sectors.
• Direct the management of capture processes and the development of proposals for federal RFPs, RFIs, and task orders.
• Supervise responses to state Medicaid TPL and RCM RFPs/RFIs, competitive positioning, collaboration and subcontract negotiations, as well as maintaining relationships with state Medicaid agencies and prime contractors.
• Establish and oversee direct business development initiatives with commercial health plans, hospital systems, and third-party administrators.
• Foster channel partnerships to enhance BRSi’s outreach to new client segments.
• Collaborate with the Finance team to assess contingency-fee, fixed-fee, and hybrid pricing models.
• Identify, organize, and manage strategic teaming agreements, subcontracts, and technology partnerships.
• Oversee marketing initiatives.
• Create renewal strategies and promote expansion and upsell opportunities within the current client base.
• Align Business Development, Proposals/Capture, Marketing, and Client Success around a cohesive growth strategy.
• Partner with Operations to ensure that new business commitments can be fulfilled at the agreed SLAs.
• Establish metrics for pipeline, win-rate, and revenue growth.
• Report growth performance and forecasts to the President, CEO, and Board of Directors.
• Lead the Business Development Executives and the Marketing team.
• Collaborate closely with Operations, Compliance, Technology, Finance, and other executive colleagues.
• Must reside within the Washington DC or Houston, TX area.
• Bachelor's degree in business, healthcare administration, health policy, or a related discipline; MBA or another advanced degree is preferred.
• Over 10 years of progressive experience in business development/growth leadership within healthcare revenue cycle management (RCM), Medicaid Third Party Liability (TPL), or government healthcare contracting.
• Proven track record of securing and expanding Federal, State, and Commercial contracts.
• Established connections and sales expertise with hospitals, third-party administrators, medical systems, or provider groups.
• Familiarity with the federal procurement lifecycle (FAR/DFARS, GSA Schedules, RFP/RFI/task order capture).
• Experience in supporting federal health agencies.
• Knowledge of state Medicaid program structures, TPL/coordination-of-benefits regulations, and state RFP/procurement processes across various states.
• Experience in designing contingency-fee and hybrid pricing models.
• Proven history of leading competitive proposal submissions in a regulated, procurement-focused sales environment.
• Ability to interpret Medicaid/Medicare policy trends, provider market dynamics, and competitive intelligence.
• Working knowledge of HIPAA, FAR/DFARS, and state Medicaid regulations.
• Ability to build trusted relationships with government contracting officers, state Medicaid agencies, and executives from commercial payers.
• Proficient in negotiating complex, multi-year contracts, teaming agreements, and pricing structures that involve liability, indemnification, and data-security terms.
• Demonstrated capacity to lead cross-functional teams and influence colleagues in Operations, Technology, and Compliance.
