Cell Implementation Manager

This is a fully remote position, open to applicants in Florida.

📋 Description

• Direct and oversee the comprehensive planning, coordination, and execution of a CONUS-based PED Cell implementation.

• Identify, evaluate feasibility, and select appropriate facilities and sites.

• Manage the physical space buildout and construction processes.

• Lead the design and accreditation of network and data transport systems.

• Create data and network architecture that spans from multi-INT ISR collection to the distribution of finalized intelligence products.

• Foster cross-functional collaboration to design and facilitate scalable data flows and network infrastructures.

• Supervise the preparation of physical infrastructure, setup of IT systems, readiness of equipment, alignment of security protocols, and fulfillment of network requirements.

• Monitor and convey timelines, risks, deliverables, and dependencies as the primary project manager.

• Collaborate with government stakeholders, technical teams, and operational leaders to align on requirements and address challenges.

• Utilize knowledge of secure facility standards, including SCIF buildout requirements and ICD 705 guidelines.

• Ensure clear documentation and effective communication channels among project participants.

⛳️ Requirements

• 8 years of relevant progressive experience with a Bachelor's degree in a related field; or 6 years of relevant progressive experience with a Master's degree in a related field; or a High School Diploma or equivalent with 12 years of relevant progressive experience.

• Must possess and maintain an active TS/SCI clearance.

• Proven experience leading complex technical or operational projects involving multiple stakeholders.

• Strong understanding of physical infrastructure, IT systems, equipment needs, security protocols, and network support.

• Capacity to take initiative, drive actions, and guide teams through ambiguity and changing requirements.

• Exceptional communication, organizational, and problem-solving abilities.

• Familiarity with ISR data, formats, and workflows.

• Experience with data exploitation tools and platforms used in PED environments.

• Knowledge of data flows through networks, servers, and tools that support real-time or near-real-time operations.

• Ability to identify and resolve issues related to data ingestion, processing, or dissemination.

• Understanding of classified handling procedures and secure data workflows.

• Ability to adhere to strict protocols regarding systems access, data protection, and dissemination authorities.

• Preferred: experience supporting PED, intelligence operations, or analytical mission environments.

• Preferred: experience using mission systems or common PED software suites.

• Preferred: capability to process, analyze, and interpret sensor data, including imagery, FMV, SIGINT, and GEOINT.

• Preferred: familiarity with SCIF requirements, ICD 705 standards, or classified facility design.

• Preferred: experience designing or enabling data flows or network architectures for mission-driven environments.

• Preferred: active Project Management Professional (PMP) certification.
