This is a fully remote position, open to applicants in United States.
• Oversee designated capture initiatives from the initial opportunity identification and qualification stages through to proposal submission, award, and transition.
• Create and implement capture plans that encompass customer engagement, competitive analysis, winning strategies, teamwork, solution development, pricing approaches, and market positioning.
• Convert customer mission requirements, acquisition priorities, and competitive insights into unique winning strategies and value propositions.
• Direct opportunity qualification and gate reviews while providing bid/no-bid recommendations to growth and executive leadership.
• Maintain capture timelines, action plans, call strategies, competitive assessments, and additional capture documentation.
• Collaborate with proposal leadership throughout the proposal development and submission process.
• Keep the CRM/pipeline tool updated for information sharing and capture progress.
• Build and maintain relationships with government clients, industry partners, incumbent contractors, and stakeholders.
• Offer insights into agency missions, budgets, acquisition strategies, procurement trends, incumbents, competitors, and emerging requirements.
• Recognize and shape opportunities prior to formal solicitation and create customer engagement strategies.
• Identify adjacent opportunities to transfer Lynker capabilities and past performance into new customer bases and mission environments.
• Represent Lynker at industry events, customer engagements, conferences, and market development activities.
• Evaluate, assess, and qualify opportunities that align with strategic growth goals.
• Develop a qualified pipeline including probability-of-win assessments, acquisition timelines, competitive intelligence, and subsequent actions.
• Assist in annual and multi-year market planning by identifying acquisition trends, recompetes, new programs, and unexplored opportunities.
• Identify and cultivate strategic teaming partners along with suitable teaming strategies.
• Conduct competitive evaluations of incumbents and potential bidders.
• Support positioning on GWACs, BPAs, IDIQs, OTAs, and other contractual vehicles.
• Collaborate with the Chief Growth Officer, Business Unit Leaders, Proposal Team, technical subject matter experts, and executive leadership.
• Engage technical and operational staff to develop credible and differentiated solutions.
• Participate in structured capture reviews and enhance business development and capture processes.
• Report on capture status, customer insights, competitive positioning, risks, next steps, and probability of win.
• Success is measured through qualified pipeline development, customer engagement, pre-solicitation shaping, capture milestones, improved competitive positioning, teaming relationships, contract successes, and expansion into new agencies and mission areas.
• A minimum of 7 years of progressively responsible experience in Federal business development, capture management, account management, or a related field, with significant direct responsibility for competitive captures.
• Proven success in leading or substantially contributing to the capture and awarding of Federal contracts in the $30-100M+ range.
• Established relationships with customers, industry, and partners alongside strong market knowledge within at least one priority Federal market: DoD/DoW, DHS, DOE, DOI, FAA, or related Federal markets.
• Capability to develop actionable customer and competitive intelligence.
• Experience in shaping opportunities before solicitation release.
• Strong understanding of Federal acquisition processes, including FAR/DFARS environments, OTAs, competitive procurements, IDIQs, GWACs, BPAs, and task-order competitions.
• Experience in creating capture plans, winning strategies, competitive assessments, customer engagement plans, teaming strategies, and value propositions.
• Ability to lead cross-functional teams without direct organizational authority.
• Exceptional written, verbal, interpersonal, and executive communication skills.
• Capability to work independently while ensuring disciplined coordination with corporate growth and operational leadership.
• Bachelor’s degree or an equivalent combination of education and relevant experience.
• Preferred qualifications include established relationships and demonstrated market knowledge across two or more priority expansion markets.
• Experience in capturing programs related to science, engineering, environmental issues, data, AI/ML, cloud/HPC, cybersecurity, software development, or mission-critical IT.
• Background within a growing small or mid-tier Federal contractor where capture managers actively engage in capture activities.
• Experience in converting customer relationships and market intelligence into qualified opportunities and contract awards.
• Experience in developing new agency accounts or expanding beyond a traditional customer base.
• Shipley capture training, Certified Capture Manager/Professional credentials, or equivalent formal capture methodology experience.
• Familiarity with Technomile CRM, MS SharePoint, and GOVWIN IQ.
• Must be eligible to work in the USA, as required by “USA Only” and the U.S. Federal contracting context.
